Job Summary

Reporting directly to the Assistant Director of Public Works, the Managing Director of Utilities oversees the strategic coordination and management of the Utility Division within the Public Works Department. This role entails planning, organizing, and supervising the activities of various divisions including Water Distribution, Water Quality, Meters, Wastewater Collection, and Wastewater Treatment. Responsibilities include directing, assigning, supervising, and reviewing the work within these divisions. The Managing Director of Utilities is accountable for all aspects of operations, maintenance, regulatory reporting, budgeting, and long-term planning for the utility system. A comprehensive understanding of construction, maintenance, as well as upgrade and improvement techniques for municipal water and wastewater treatment/collection and distribution systems is essential for this position. The Managing Director of Utilities shall have a strong background in wastewater treatment, particularly the operation of an activated sludge wastewater treatment plant. Education/Training/Experience

  • Must have a High School Diploma or G.E.D.
  • A Bachelor's Degree in Public Administration, Engineering, Construction Management or a closely related field is preferred.
  • Five (5) years of applicable experience in the utilities field, with pumps, motors and SCADA.
  • Five (5) years operating and/or managing an Activated Sludge Wastewater Treatment Plant is preferred.
  • Three (3) years in a managerial or supervisory role; or equivalent combination of education and experience.

LICENSES OR CERTIFCATES

  • Must possess a Class “B” Wastewater Treatment License from the TCEQ
  • Have the ability to obtain a Class “C” Water Distribution License from the TCEQ within one (1) year of hire
  • Must possess valid State of Texas Driver’s License.

  • Good verbal and written communications skills are essential

  • Use tact and diplomacy with public, and maintain effective working relationships with co-workers.
  • Experience in prioritizing, planning, and scheduling, works independently in the absence of specific instructions or supervision.

  • Must have the ability to participate in the development and administration of division goals, objectives and procedures
  • Candidate must have the ability to communicate effectively with city staff, supervisors, residents, and vendors.

Environmental Factors And Conditions/Physical Requirements

  • Work is performed in office, construction and treatment facility environments.
  • May be subject to repetitive motion such as typing, data entry and vision to monitor.
  • May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, kneeling or lifting such as when reviewing plans, specifications and conducting inspections.
  • May be subject to operating heavy equipment and power tools.
  • May be subject to working extended hours and responding to emergencies on an on call basis.
  • May be subject to exposure to extreme weather conditions, hazardous chemicals and fumes, infectious diseases, air and water borne pathogens, poisonous insects and wild animals common to water, wastewater and underground utilities.
  • Must be able to lift fifty (50) pounds.

Essential Job Functions

  • Oversees and manages the daily operations of the Water Division including monitoring regulatory requirements for safe potable water, running new lines to connect new residential or business developments and inspecting the maintenance and repairs of water lines and services.
  • Oversees and manages the daily operations of the Wastewater Division including monitoring all regulatory requirements for the collection and treatment of wastewater and sewer lines, running new lines to connect new residential or business developments, inspecting and overseeing the maintenance and repairs of sewer lines and services.
  • Strong focus on Wastewater Treatment, managing the day to day operations of the Town’s 4MGD activated sludge wastewater treatment plant.
  • Directs the operation of Supervisory Control and Data Acquisition (SCADA) automated computer operation control system for water collection and distribution.
  • Works to ensure that all shift personnel are following established procedures as related to operations, maintenance, and safety for the utility division.
  • Trains, counsels, disciplines, evaluates and directs assigned staff.
  • Reviews plans, specifications, and blueprints for current and future water and wastewater construction projects.
  • Assists in the coordination of contracts with the North Texas Municipal Water District (NTMWD), for delivery of potable water and operational issues related to compliance with all applicable regulations.
  • Meets with and coordinates projects with the Public Works Director, Development Services Director and project managers, engineers, consultants, contractors or inspectors.
  • Provides technical assistance or guidance on issues related to construction projects including regulatory, trades, codes and ordinance requirements or changes.
  • Meets with field supervisors to discuss and resolve problems that arise during construction or repair projects.
  • Monitors the maintenance and replacement of utilities equipment or new construction requirements. Makes recommendations for repairs and replacements.
  • Submits reports to various agencies, up to and including the TCEQ and the EPA.
  • Responds to inquiries and complaints from residents, businesses, contractors, consultants, code officials and engineers related to water or wastewater/sewer problems or issues.
  • Manages and submits the daily, monthly, quarterly and annual test results for submission to regulatory agencies for the Water Distribution and Wastewater Collection and Treatment divisions.
  • Coordinates regulatory meetings to determine any proposed changes to the regulations and the impact on the Water and Wastewater division’s practices, procedures and facilities.

Other Important Duties

  • Travels to inspect treatment plant facilities and to attend meetings, conferences and training.
  • Prepares annual budget requests and includes projections for equipment replacement or capital improvement projects.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.

EQUIPMENT AND TOOLS UTILIZED

Equipment utilized includes personal computer, copier, calculator, fax machine, other standard office equipment, 2-way radio, cellular telephone, heavy equipment, power tools, and department vehicles.
