Job Summary

Under the supervision of the Street Division Manager, the purpose of the position is to perform repairs and preventative maintenance of traffic control devices such as signals, school zone flashers, rectangular rapid flashing beacons and any other town-owned assets. This position requires the utilization of computers and software to produce, fabricate, install, repair, and maintain all types of regulatory signs, traffic markings, and Town-owned street lights following Town, State, and Federal standards. Essential employees in this class exercise appropriate safety precautions when operating assigned equipment to ensure personal, public, and personnel safety. Position requires employees to perform emergency and on-call duty. Education/Training/Experience

  • High school diploma or GED
  • 2 years of experience in the use of bucket trucks, installation (or related field) and repair of electrical or electronic traffic control devices; or,
  • A combination of training, education, and experience that is equivalent to 2 years of the employment standards listed above and that provides the required knowledge and abilities.

LICENSES OR CERTIFICATES (all training and certifications paid for by the Town of Little Elm)

  • Must be certified Traffic Signal Technician II through IMSA
  • Must be IMSA certified Signs and Pavement Markings Tech Level I or ability to obtain with 6 months of the date of hire
  • Must obtain Consolidated Traffic Controls, Inc Cabinet Class (CTC) within 6 months of hire date.
  • Must complete NIMS 100, 200 & 300 certifications within 6 months of hire date.
  • Must obtain a State of Texas Class B CDL Driver’s License within 1 year of the hire date.
  • Must complete cross-training in all Public Works divisions within 6 months of hire date.

Other Skills & Abilities

  • Self-motivated with good verbal and written communication skills are essential.
  • Experience in prioritizing, planning, and scheduling, works independently without specific instructions or supervision.
  • Train staff and promote and enforce safe work practices.
  • Must have the ability to perform tasks and supervise multiple projects under pressure, with short deadlines and the ability to work overtime and flexible hours as necessary.
  • Skilled in the use of a variety of machines, including, but not limited to, radio, personal computers, laptops, telephones, calculators, facsimile machines, copiers, tablets and smartphones.
  • Ability to establish and maintain good relationships with supervisors and other personnel as well as a willingness to perform duties in a team environment

  • Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form.
  • Must have the ability to comprehend policies, procedures, regulations, organizational structures, etc. verbally, written in a short timeframe. Ability to communicate effectively verbally and in writing.

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to perform duties inside a bucket truck up to 80’ off the ground; stand; walk; sit; use hands to operate various machines, drive vehicles and/or equipment; and reach with hands and arms. The employee frequently is required to talk and hear. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to (80) eighty pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Work is performed in a standard office environment, and field environment at work sites. Work schedule may include after-hours, weekends and holidays. Must be able to respond to after-hour emergencies as needed. Work rotating and rotating on-call duty as required.

Essential Job Functions

  • Knowledge and ability to follow Town policies and procedures. Adheres to personnel, safety, and departmental policies and procedures.
  • Skill in planning and coordinating work site activities. Sets out work zone for job site following the TMUTCD. Constructs and installs traffic barricades at appropriate locations.
  • Performs skilled and complex electronical technical support work. Work involves installing, diagnosing, maintaining, and repairing electronic systems and equipment such as flashing beacons, street light panels, computer operations, digital printing and install, splice and terminate electrical cable.
  • Deploys traffic monitoring systems. Employees at this level establish their own work plan, develop preventative maintenance program based on findings, and prioritize accordingly to meet set objectives.
  • Knowledge of pertinent federal state and local laws and ordinances pertaining to roadway lighting and traffic signal operations.
  • Knowledge of traffic control signs, pavement marking, and guardrail maintenance, repair, and construction methods and practices, and TXDOT work zone safety requirements and procedures.
  • Knowledge of the common principles, practices, equipment, materials, and methods used in the installation and maintenance of traffic control devices. (i.e. pouring concrete bases to Town Standards or better)
  • Knowledge of electrical codes, electronic circuits, and circuit logic specifically traffic signal cabinet cabinets and controllers.
  • Knowledge of occupational safety and health rules, regulations, practices and procedures.
  • Skill in basic mathematical calculations.
  • Ability to work with voltages that vary 12/24, 120/240.
  • Identifies and reports visibility obstructions that pose traffic hazards and performs maintenance such as trimming trees that obstruct traffic control signage and cleaning work sites and restoring landscaping to original condition upon completion of all projects
  • Ability to maintain accurate and complete records. Completes daily reports on all field activities, dispatched calls, work orders, service requests and provides information for cost analysis reports utilizing a computer work order system or other applicable software systems.
  • Performs layout procedures for pavement markings such as thermoplastic, paint, and buttons; including preparation work such as grinding and sealer application; and applies them to roadways using epoxy, approved adhesives, or applicable marking equipment.
  • Maintains inventory and stock levels on trucks and in the sign shop per the supervisor’s direction and restocks as necessary.
  • Performs vehicle inspection and preventative maintenance of vehicles and equipment.
  • Informs supervisor of potential hazards, problem areas, citizen inquiries, and all work activities.
  • Required to assist with all special events in the areas of traffic control.
  • The candidate will be required to be on-call during certain periods including Winter Operation activities or any event requiring Essential Personnel such as street sanding or brining and responding to work orders and requests after hours and on weekends when on-call.
  • Performs other duties as assigned.
