ACCOUNTABILITY OBJECTIVES The Staff Engineer participates in the Department of Public Works (DPW) Engineering Division’s programs by serving as resident engineer on construction projects; by supervising the work of junior engineering staff, interns, contractors, and DPW staff in the field; and by preparing, modifying and maintaining a wide variety of Town plans.

NATURE OF POSITION Overseen by a three member elected Board of Public Works, the Department of Public Works provides public utilities and public works services to the Town. Within the DPW, the Engineering Division provides the Town with professional engineering services required to design, construct, operate and maintain Town facilities and infrastructures. Reporting to the Town Engineer, the Staff Engineer’s responsibilities are to prepare plans, layouts, and quantity and cost estimates for utility, roadway and sidewalk, and park and recreational facilities construction projects The work requires thorough knowledge of civil engineering and land surveying, strong working knowledge and understanding of Computer Aided Design (CAD), Geographic Information Systems (GIS) and other civil engineering/environmental engineering computer applications, and project management scheduling software. DIMENSIONS The Engineering Division’s total annual operating budget for FY 24 is $392,793, which includes the personal services budget of FY24 is $3.5 million. Capital improvement projects managed by the Engineering Division in FY24 is $392,793.

PRINCIPAL ACTIVITIES TO ATTAIN ACCOUNTABILITY OBJECTIVES

1. Serves as resident engineer on construction projects. Prepares plans, layouts and quantity and cost estimates, and designs components structures as necessary. Directs contractors and other engineers and DPW staff assigned to the project. Lays out construction work in the field. Monitors work through to completion, verifying that construction work is performed in accordance with state and Town permits and construction standards.

2. Oversees the maintenance, updating and modification of Town plans, prepares record or as built plans of construction projects and performs other engineering and land surveying tasks involving the preparation of plans, research of land titles and plans, Town plan and utility plan maintenance.

3. Supervises the work of junior engineering personnel and interns, including recommending disciplinary action as required. Provides information and direction to personnel performing design, layout, inspection and land survey work.

4. Performs land survey work and provides survey parties with accurate information and routine calculations.

5. Assists in the "taking and easements" process by performing routine calculations and preparing them for Town Engineer's seal before being recorded in Registry of Deeds and/or Land Court.

6. Maintains an open line of communication with the Town Engineer and keeps him/her advised of work progress. Works with project engineers on complex construction projects and on other projects requiring the incumbent's abilities and experience.

7. Interfaces with the public by answering questions and handling complaints both in person and over the telephone. Meets with property owners to explain project and grant document details as required.

8. Performs Dig Safe utility mark-outs and supports the Street Occupancy Permit Program as required.

9. Conducts field reviews of projects with routine engineering problems and recommends solutions.

10. Performs research at the Registry of Deeds and Land Court as required.

11. Assists other Town departments and other public and private agencies in resolving problems and issues.

12. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

• Bachelor’s Degree in Civil Engineering or related field or three to five years’ experience as a Civil Engineer.

• Thorough knowledge of engineering computer applications, CAD, GIS and project management scheduling software.

• Thorough knowledge of civil engineering construction projects and land surveying.

• Effective organizational skills and the ability to prioritize workflow.

• Effective interpersonal skills.

• A valid driver’s license.

ESSENTIAL JOB FUNCTIONS TOOLS AND EQUIPMENT USED Personal computer, including word processing, spreadsheet, database and computer-aided-design software; standard drafting tools; surveying equipment; motor vehicle; telephone; fax and copy machines; and various analytical field equipment.

PHYSICAL DEMANDS While performing the duties of this job, the incumbent is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The incumbent is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and smell. The incumbent must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

WORK ENVIRONMENT Work is performed in both office and outdoor settings. The incumbent may travel for job-related purposes and may be required to wear safety equipment to take samples or perform specific tasks. The incumbent occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals and vibration. The noise level in the office setting is usually quiet to moderate; the noise level outdoors is usually moderate.
