General Statement of Position:
Under the direction of the Township Administrator performs complex supervisory, administrative and professional work, in the planning, organizing and direction of programs of a comprehensive public works department; which include, streets and roads, vehicle maintenance and repairs, snow plow management and other public works projects and programs
Job Duties and Responsibilities:
- Management position with responsibilities of effective utilization of staff, maintaining the streets and roads of the Township in a safe, clean manner. Including basins, catch basins and other township infrastructure.
- Provides leadership and direction to all Roads Public Works employees to ensure that work is done efficiently, correctly, and on a timely basis
- Handles all public works issues and options and submits recommendations for solutions
- Develops procedures to improve the efficiency and effectiveness of the public works operations
- Determines and implements work procedures, preparation and/or oversight of work schedules and workflow
- Handles and responds to inquiries by the public or others, relative to the department policies and procedures
- Determines and enforces applicable codes, rules, regulations and ordinances, which are relative to the department
- Evaluates public works needs and develops short-and long- range plans to meet the needs of the Township
- Prepares budget requests and administers adopted budgets for the department
- Reviews, authorizes and confirms processing for all department requisitions and purchases orders
- Ensures that all safety policies are followed at all times and employee training up to date
- Manages Parks/Sewer/Roads workforce during emergency events
- Provides direction and oversees the Township’s snow and ice removal operations, which includes managing employee scheduling during snowstorms, ice storms and other emergencies relating to Roads/Sewer/Parks.
- This position will require carrying a pager 24 hours a day for emergencies
- Communicates and coordinates plans and work requests and plan work requests with Sewer and Parks & Recreation Departments.
- Responsible for fleet, vehicles (Solar, EV etc.) and equipment management and maintenance, repairs, inspection and insurance.
- Orders materials and supplies for projects and inventory
- Ability to prepare and create clear and comprehensive written reports and communicate with the Governing Body, other departments, the public and other governmental departments and agencies
- Responsible for evaluating the projects in accordance to the budget regulations
- May attend special public events
Required Key Technical Skills and Knowledge:
- Knowledge of construction and repair techniques of Public Works equipment and materials
- Thorough knowledge and understanding of Township policies and procedures
- Excellent communication skills with residents and other municipal employees
- Sound judgement and decision-making skills
- Thorough knowledge of the operation, maintenance, adaptability, limitations and safety precautions associated with Public Works equipment
- Ability to diagnose equipment malfunctions and recommend appropriate corrective action
- Ability to perform minor equipment repairs
- Ability to understand and follow oral and written instructions
- willingness to perform assignments under adverse weather conditions, and in emergencies
- Equivalent combination of experience and training in public or private sector, which provides the required knowledge, skills and abilities.
Desired Skills and Knowledge:
Experience with GovPilot
Prior experience in a managerial role within a governmental department, preferably public works and/or engineering.
Required Education, Certification, License:
High School Diploma or equivalent
Commercial Driver’s License, Class A
5- 10 years of experience in a position of public or privation public works or construction management.
Combination of education, experience and/or training which provides the required knowledge and skills necessary to perform the work
Possession of Certified Public Works Manager Certificate
Possession of Certified Recycling Professional
Required Education, Certification, License:
High School Diploma or equivalent
Commercial Driver’s License, Class A
5- 10 years of experience in a position of public or privation public works or construction management.
Combination of education, experience and/or training which provides the required knowledge and skills necessary to perform the work
Possession of Certified Public Works Manager Certificate

Physical Requirements:
Physical ability; strength and stamina to perform labor-intensive work
Hearing and vision adequate to perform essential functions of the position
Ability to read, write, speak, understand and communicate the English language
Additional Requirements:
Effective 9/1/11, all employees of State and local government must reside in the State of NJ, unless exempted.
Must have a valid NJ Driver’s License
