SUMMARY OF PRIMARY FUNCTION

The Migrant Education Services Coordinator is responsible for the daily operations of the program, supporting and monitoring effective education and disabilities services, is available to staff, verifies and submits final reports on time, and ensures compliance with federal, state, professional, and program standards. The Migrant Education Services Program Coordinator ensures migratory students have the opportunity to enroll in the program that is designed to overcome educational disruptions, cultural and language barriers, social isolations, various health-related problems, and other factors that inhibit the ability of such children to do well in school, and to prepare such children to make successful transition to postsecondary education or employment. Provides backup coverage for teaching staff as needed. Helps recruit potential families by providing information to them about the various program services and benefits offered to enrolled children and families.

ESSENTIAL FUNCTIONS  AND RESPONSIBILITIES

Personnel

  1. Effectively recruits, hires, and supervises staff.
  2. Coordinates work schedules and staffing needs.
  3. Promotes positive staff relations and mediates conflicts.
  4. Assures the personnel paperwork for staff is completed in an accurate and timely manner.
  5. Assures all required training is completed for staff.

Systems and Services

  1. Monitors and supports curriculum, education, and disabilities systems and services.
  2. Contributes to developing effective systems for service delivery, documentation, monitoring, and reporting.
  3. Develops problem-solving strategies for the operation and improvement of classroom operation.
  4. Assists in the coordination, planning and evaluation of education and curriculum goals.
  5. Coordinates the identification of eligible migratory children who reside in the state.
  6. Determines the educational and support needs of the migratory children identified, based on a needs assessment.
  7. Ensures instructional and support services based on the needs assessment, are provided to eligible migratory children regionwide.
  8. Uses Minnesota’s Priority for Services (PFS) criteria in section 1304(d) of the statute, as specified in the Minnesota MEP (Migrant Education Program) Service Delivery Plan, to provide services first to children with the greatest need for MEP services.
  9. Coordinates and integrates the full range of instructional and support services for migratory children from appropriate local, state and federal educational programs in accordance with Section 1306.
  10. Provides interstate and intrastate coordination of services to support the needs of migratory children.
  11. Coordinates attainment of graduation requirements, credit accrual for secondary students and out-of-school youth (OSY) and transition to post-secondary or employment.
  12. Train MEP teachers and staff to work effectively with migratory students.
  13. Engages families meaningfully in their children’s education (e.g., family literacy services, parenting skills training, and effective home-school communication).
  14. Coordinates health and nutrition services for eligible migratory students.
  15. Ensures all secondary students in grades 8-12 are enrolled in the district, have a MARSS number, and an official transcript is generated for all secondary students and a copy submitted to the MEP Instructional and Support Services Manager within 10 days from the end of the term or withdrawal from school.

Leadership, Monitoring and Evaluation

  1. Observes, monitors, and documents compliance with federal, state, and program requirements and progress toward program goals, including classroom environment, curriculum, safety, education, and disability services.
  2. Provides technical assistance to assure compliance with federal, state and program requirements/goals and responds to the needs of each child and his/her family in a timely, respectful, and supportive manner.
  3. Assures education files and records are accurate and up to date, including the Summer Program Services Report and transcripts.
  4. Assures that staff recognizes the primary role of the parent/guardian and involves parents/guardians and families in services provided for their children.
  5. Assures that staff respond to the needs of each child and family in a timely, respectful, and supportive manner.
  6. Provides leadership to, monitors and supports staff as needed. This includes, but is not limited to, on-the-job guidance and training for staff to ensure effective implementation of the curriculum.
  7. Reviews documentation, evaluates site performance, and ensures completion of coursework, provides feedback to staff, and makes recommendations for improvements.

Program Design

  1. Responsible for designing a program that must effectively impact student learning, maximizing length and quality of the program to effectively reduce learning gaps.
  2. Ensures program design for secondary students and out-of-school youth (OSY) must be flexible to ensure secondary migratory students and OSY have the opportunity to earn course credit successfully before returning to school in the fall.
  3. Ensures that program design will address the three Goal Areas: 1) English Language Arts (ELA) and Mathematics, 2) Graduation/Completion of a High School Diploma, and 3) non-instructional Support Services, which are defined by the Measurable Program Objectives (MPOs) in the Service Delivery Plan (SDP).
  4. Ensure that migratory children are held to the same high standards as all students.
  5. Provide priority in their services following Minnesota’s definition of Priority for Service (PFS) to those migratory children who are failing, or most at risk of failing, and whose education has been interrupted.
  6. Will offer a range of flexible and responsive services in order to support students beyond the district’s boundaries.

Student Services

  1. Provide quality instructional and support services to migratory children ages 3-21.
  2. Reduce educational gaps for students at the elementary and secondary levels through supplemental instruction, credit recovery and access to out-of-state testing (e.g., Conversations Helping to Achieve Targets (CHAT) program through the Minnesota Migrant Education Program).
  3. Ensure students are identified for and receive all educational support for which they qualify (e.g., English language development, special education services, etc.).
  4. Contact home-base counselors and the Texas Migrant Interstate Program (TMIP) and utilize Migrant Student Information Exchange (MSIX) for the most accurate placement.
  5. Facilitate the timely transfer of student academic records when children move to another school (e.g., direct contact with home-base school counselors, TMIP and MSIX).
  6. Incorporate a postsecondary component into the program (e.g., speaker from local college, plan site visit to local postsecondary institutions). Develop alternative options or strategies to serve and support secondary students and OSY.
  7. Incorporate age-appropriate enrichment opportunities (e.g., family literacy, nutrition, CPR, Driver’s Education, College application/FAFSA, babysitting certification, computer classes 101, swimming lessons, bicycle safety, educational field trips, etc.) that directly relate to at least one Measurable Program Outcome (MPO).

Family Engagement

  1. Provide at least two meaningful parent activities with sufficient content to help families support their children.
  2. Keep families informed about their child’s academic progress.
  3. Provide communication in a format and language understandable to migratory families.
  4. Provide outreach activities for migratory children and their families to gain access to other educational, health, nutrition, and social services.

Program Coordination, Expectations and Responsibilities

  1. Maintain familiarity with the Migrant Education Program (MEP) state and federal guidelines.
  2. Ensure identification and recruitment efforts in the region surrounding the district.
  3. Record the MARSS number on the Summer Program Services Report (SPSR) for each migratory child.
  4. Develop and manage a budget plan to ensure that migrant services supplement, not supplant, services for which migratory students qualify.
  5. Allocate funding to attend mandatory meetings.
  6. Attend weekly virtual MEP Coordinator, Secondary and ID&R calls.
  7. Attend weekly student progress check-in meetings with the Instructional and Support Services Manager.
  8. Recruit, coordinate and plan for adequate staffing, curriculum, and instruction.
  9. Participate in joint planning with other local, state, and federal programs to integrate services across programs to address the needs of migratory children (e.g., local school district summer school programs, family health clinic services, dental care, early childhood program and services, targeted services, English language development, summer food service, transportation).
  10. Develop and communicate program policies and emergency procedures to all staff (e.g., transportation, weather drill, emergency phone tree, field trip expectations, etc.).
  11. Collect, submit and facilitate the timely transfer of student academic records when children move to another school (e.g., evaluations, surveys, SPSR, direct contact with home-base school counselors, TMIP and MSIX).
  12. Conduct interstate and intrastate coordination services for migratory children and youth.
  13. Provide professional development for staff that will enable them to meet the unique needs of migratory children and youth (e.g., Migrant 101, MSIX, English Learner, MEP eligibility).
  14. Facilitate enrollment of students in the local district for the fall semester.
  15. Ensure that all secondary students in grades 8-12 working toward credit accrual are enrolled in the district.
  16. Generate an official transcript of all academic work of secondary students working toward credit accrual and submit a copy of the transcript to the Instructional and Support Services Manager within 10 days from the end of the term or withdrawal from school.
  17. Supports and collaborates with school districts to ensure high-quality teacher interactions, program implementation, and effective collaboration is maintained.
  18. Accurately completes the Summer Program Services Report in a timely manner.
  19. Responsible for collecting and submit all forms, reports, transcripts.
  20. Credit Accrual Reporting is completed within 3 days of credit accrual or recovery course completion.
  21. Coordinate nutrition and health services for children and families as needed.

Disabilities Services

  1. Partners with the Disability Services in each district to ensure full inclusion of children with disabilities following the Individuals with Disabilities Education Act (IDEA), Americans with Disabilities Act (ADA), and state laws and regulations.
  2. Reviews education and disability screenings to assure completion in a timely manner, proper documentation, and identification of any need to further evaluate and/or intervention.
  3. Assist classrooms in providing any necessary modifications to the environment, varied formats of instruction, and individualized accommodations and support as needed for the full participation of children with disabilities.
  4. Supports teaching staff in responding to individual needs and implementation of children’s goals and objectives in the Individual Education Plan (IEP), Individual Family Services Plan (IFSP) and/or Professional Plan.
  5. Collaborates with the Education and Disability Services team to support all aspects of disability services at the school level and partners with families to ensure the success of their child in the classroom.
  6. Assists in documenting disability and related services in the Summer Program Services Report, providing accurate and timely follow-up to ensure continuity of care.
  7. Supports effective transition for children and families coming into the program in regard to education/disability services by providing training, resources, and support; Supports effective transitions for children exiting the program to ensure continuity of services with receiving schools and/or early childhood programs.

Mental Health Services

  1. Partners with mental health providers to schedule staff and parent training on topics of mental health and social emotional development.
  2. Assist in providing classroom support for promoting social-emotional skills.
  3. Collaborates with others to support challenging behaviors and partners with families to ensure the success of their child in the classroom.
  4. Assists in documenting mental health and related services in the Summer Program Services Report and providing accurate and timely follow up to ensure continuity of care.

Communication

  1. Utilizes effective communication skills – building trust and confidentiality, careful listening, and asking questions to achieve clarity.
  2. Facilitates effective communication, problem-solving, planning, cooperation, and follow-through among teaching staff.
  3. Assist teaching staff in finding solutions when problems arise by defining the problem and selecting strategies for remedying the situation.
  4. Models effective approaches and encourage positive change through reflective practice in a supportive and caring environment.
  5. Directs and plans for integrated services by involving all staff in maintaining up-to-date knowledge about service delivery.

Supervision and Leadership

  1. Ensures quality services are provided by their staff; provides comprehensive training on duties, responsibilities, and expectations of the position; offering continued support, guidance and resources as needed to be successful.
  2. Monitors staff performance, providing feedback in a timely manner. Conducts annual performance appraisals, supports staff in defining and meeting goals and professional development needs.
  3. Addresses performance concerns in a timely manner, holding staff accountable for their actions. Offers constructive feedback, clear expectations, and necessary support to promote a positive outcome. Seeks assistance from management and the Human Resources Director as needed to ensure staff are given sufficient support in meeting the expectations of their position.
  4. Communicates and enforces the expectation of a professional and positive work environment, treating everyone with respect.
  5. Leading by example, energizes and encourages staff to commit to excellence; empowering them to succeed, making each day a positive experience for themselves and others.
  6. Provides solid, unified, positive leadership for staff in times of challenge or change, displaying support and confidence, adapting priorities and focus as needed.
  7. Effectively plans short- and long-term goals for success; personally, and for the work group.
  8. Effectively manages multiple projects, commitments, and the work produced by staff; ensuring deadlines are met and quality of work meets expectations.
  9. Ensures a safe, positive, and productive work environment is provided to staff.
