The Employment Recruiter manages assigned employment projects, including the filling of vacancies in civil service and non-civil service positions, development and execution of civil service examinations, and outreach activities. Coordinates activities associated with assigned areas within the employment functions, including onboarding.
Tualatin Valley Fire & Rescue provides fire protection and emergency medical services to approximately 542,524 residents in one of the fastest growing regions in Oregon. Our 390-square-mile service area includes the cities of Beaverton, Durham, King City, Newberg, North Plains, Rivergrove, Sherwood, Tigard, Tualatin, West Linn, and Wilsonville, and unincorporated portions of Clackamas, Multnomah, Washington, and Yamhill counties. Our district has 28 fire stations staffed by more than 442 career firefighters, a volunteer fire station, a Command and Business Operations Center, a training facility, a South Operating Center, and a Logistics Service Center. Residents served by TVF&R benefit from the sophistication, economies of scale, and resources of a large fire district with the accessibility and community involvement of a small-town fire department.
Example of Duties
RECRUITMENT: Coordinates assigned hiring and selection processes for District positions. Develops recruitment, examination and selection plans in conjunction with hiring department’s designee, utilizing best practices in the fields of recruitment, assessment and selection and in compliance with District policy and procedures, Civil Service rules, and/or other regulatory guidelines. Develops job announcements and interview questions, develops and coordinates evaluation events (sites, materials, schedules, and personnel), presents approved job offers, and performs other duties related to recruitment, examination and selection as assigned. Prepares and maintains candidate eligibility lists and certified referred lists. Prepares formal exam plans using established template. Prepares reports to Civil Service Commission and District management on hiring and selection process activities, as assigned. Compiles and reports on demographic and benchmark statistical data for assigned recruitments. Uses statistical data and other resources to appropriately source recruitments.
ONBOARDING/ORIENTATION: Completes identified HR onboarding tasks to ensure candidates and hiring managers experience a smooth entry of employees and volunteers into the workplace. Conducts in-person orientations of new employees and volunteers as assigned. Ensures all notifications are made and new hire paperwork is completed and submitted in a timely manner for Organizational Health and Finance processing.
OUTREACH: Develops and coordinates assigned activities relating to general and targeted outreach. Coordinates with employees designated to support diversity outreach efforts related to participation in assigned outreach events. Utilizes demographic statistical data from recruitments to make recommendations on outreach activities. Develops and conducts assigned training for employees participating in outreach functions and mentoring potential candidates. Prepares reports to Civil Service Commission and District Management on outreach activities, as assigned.
TEMPORARY STAFFING: When assigned, coordinates filling temporary staffing assignments, working with managers requesting temporary staff as well as the appropriate staffing agencies. Ensures purchase order is approved prior to filling assignment.

Qualifications
Education
Associate degree in human resources, business administration or related field. Bachelor’s degree in human resources or related field preferred.
Experience
Two years of experience in a human resources department in which primary duties were devoted to developing recruitment, examination and selection plans (preferably in a Civil Service environment).
Certifications & Licensures
Specific certification such as PHR, SHRM-CP, etc. preferred.

COMPENSATION:
The annual salary range for this position is $73,128 - $98,940 per year. The starting pay assignment, based on a candidate’s bona fide factor analysis in accordance with the District’s pay equity system and the Oregon Equal Pay Act, would be no higher than $87,684 per year.
Effective July 1, 2024, the salary range for this role will increase by 2.5%! The new salary range will be $74,956 - $101,413 per year.

The location for this position is the Command and Business Operations Center, located in Tigard, OR.
