Job Summary
DefinitionUnder general supervision, directs one or more crews engaged in all phases of construction, maintenance and repairs of county park structures and facilities, including construction of new facilities by performing the following duties.
Job Description
All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.
Essential Job Functions
- Supervise work crews in the construction of park facilities, facility maintenance and repair.
- Request vendor quotes and purchase order materials needed for projects.
- Assign personnel and equipment to construction projects.
- Perform supervisory tasks including grievance handling and performance evaluations.
- Act as the field inventory officer.
- Performed other duties assigned.

Required Skills, Knowledge and Abilities
Skill in planning, supervising, and coordinating the work of a group of workers engaged in all phases of construction, maintenance and repair of park structures and facilities; in operation of power and hand construction tools and equipment; and in blue print reading and quality assurance.
Knowledge of park construction, repair, and maintenance; of the hazards and safety precautions of the work; of construction documents; of current construction principles; of heavy equipment, power tools, and hand tools, welding and concrete procedures; of departmental policies and procedures; of training techniques; and of supervisory principles and practices.
Ability to plan, organize, and control the work of others; to organize and present facts and opinions clearly and concisely; to reason analytically, to make mathematical calculations; to relate abstract ideas to actual needs; and to maintain the physical stamina necessary to perform heavy manual labor.
Computer Skills
To perform this job successfully, an individual should have knowledge of Spreadsheet software and Word Processing software programs.
Supervisory Responsibilities
Supervises two subordinate supervisors, who supervise a total of seven employees; and supervises an additional five employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or Experience
High school diploma or general education degree (GED), supplemented by Vo-Tech training; and over five years satisfactory full-time paid employment in a construction position or related work; plus demonstrated supervisory experience; or any combination of training and experience, substituting one additional year of satisfactory full-time paid employment for one year of the required education, with a maximum substitution of two years.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of place and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Class B CDL with air brake endorsement required
