Knowledge of:

Performs professional planning work related to planning and zoning assignments; advises the Community Development Services Department Director, CDS Staff, the Planning & Zoning Commission, and the Board of County Commissioners regarding various land use issues and policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES (illustrative only and may vary by assignment) SECONDARY DUTIES AND RESPONSIBILITIES:
- Potentially get certified as a Residential Inspector and perform simple building inspections to support Building Department.
The requirements listed below are representative of the minimum knowledge, skill, and/or ability required for an individual to satisfactorily perform each essential duty satisfactorily and be successful in the position.
Knowledge of:
- County, state, and other applicable public nuisance, zoning, building code, solid waste, general health, subdivision, rural addressing, and related codes and ordinances;
- Public relations and education, communication, and customer service principals, techniques, and objectives;
- Investigative methods, techniques, and objectives, including documentation and record-keeping;
- Mitigation and enforcement methods and techniques, including notification, voluntary compliance, administrative hearing, and legal proceedings;
- Conflict resolution methods;
- Standard practices and procedures for plan, permit, and license application review, evaluation and approval, including documentation;
- Research methods and techniques;
- Zoning ordinance development and enforcement
- Knowledge of GIS/ArcView and permit tracking software.
- Knowledge of Local Land Use Planning Act and related legislation of State of Idaho desirable.
- Knowledge of Microsoft Office programs including Excel, Word, Outlook, and Publisher.
- Basic knowledge of principles of surveying and building construction.
- Knowledge of principles and practices of basic office management and organization.
- Skills in public speaking.
- Ability to compile data and information for reports and compose correspondence.
- Ability to work under own initiative and utilize independent judgment.
- Ability to gather and analyze data, come to a conclusion and develop a plan of action to solve problems.
- Ability to work effectively with co-workers, department directors, elected officials and the general public.
- Ability to develop, implement and interpret regulations, policies and procedures through preparing and presenting clear, concise reports both orally and in writing.
- Ability to manage unhappy taxpayers/property owners.
- Ability to meet deadlines.
- Ability to work in a fast pace environment.
- Must possess a valid Idaho Driver’s License.
- Maintain confidentiality.
- High school diploma or GED;
- Valid Idaho State Drivers License;
