This position offers a hybrid work arrangement, which includes a combination of onsite and remote work.
Reporting to the Resource Management & Planning (RMP) Associate Director, with dotted line reporting to the FM Director, the Sr. Financial Manager will manage and direct all budget and finance functions for the Facilities Management (FM) Division with an annual budget of approximately $328M, including: Operations & Maintenance of Plant (OMP), Utilities & Sustainability, Self-Supporting Services, Self-Supporting Warehouse, FM Project Management, Deferred Maintenance, External Funding for various projects, and the Machining and Additive Prototyping Services. Develop and implement next-generation financial reporting: blend operational and financial information, customize reporting and presentation, and work with operating units to transform data into information. Develop annual budget, direct resources to operate, with responsibility for the management and control of FM's budget. Make decisions on matters pertaining to budget, funding, physical resources, personnel, payroll, and other policy issues. As chief adviser on resource, business, finance and operational issues, determine resources required to support goals and objectives of FM.
Facilitate intelligent forecasting and strategic planning: integrate principles of zero-based budgeting, net change analysis, Enterprise Resource Planning, and long range needs assessment and analysis with University budget operations and resource allocation policies. Responsible for developing and maintaining statistical and historical analysis to determine revenue and expenditure trends, as well as perform needs assessments to identify priorities, research problems, formulate innovative alternatives, and make appropriate recommendations to guide management decisions. Develop short and long term business strategies, goals and objectives, and implementation strategies affecting all major operations within FM based on organizational and campus objectives, and assist FM Director and senior leadership in formulation and implementation of their division strategic plans.
Supervise Business & Finance Analysts and Accounting staff. Independently conduct performance evaluations, including communication with subordinates. Actively promote staff diversity and equal opportunity. Practice and foster the UC San Diego Principles of Community. Serve as the point of contact for new and incumbent business officers and other departmental employees with financial responsibilities, and assist with training and education needs for business processes and day-to-day problem solving. Provide financial training for non-financial managers.
Partner with FM Director on high level contract negotiations. Resolve complex financial and budgetary issues with campus functional areas and outside enterprises. Develop advanced financial/operational models to be used as the key management tool for programs of significant impact to the UC San Diego Campus. Provide strategic recommendations for the development, interpretation and implementation of policies, procedures and mechanisms to ensure FM financial accountability and fiduciary responsibilities are met. Responsible for processing and review of vendor (purchased) utility charges. The Sr. Financial Manager will use advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. Work on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercise judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Contacts are both internal and external to the department at all levels.

Graduation from college with a major in economics, business administration, political science, or an allied field, and progressive professional experience in fiscal analysis or administration; or an equivalent combination of education and experience.
Advanced knowledge of finance policies, practices, and systems. Expert skills and in-depth knowledge of the principles and practices of fiscal planning and analysis, budgetary systems and organizational management. Advanced knowledge and applications of principles and practices of fund accounting.
Strong demonstrated experience in forecasting, managing complex, cross-functional resources, identifying opportunities, and developing innovative long-term strategies. Proven ability to analyze complex fiscal issues and information, recognize potential impact, identify alternative solutions and create strategies to solve them.
Demonstrated supervisory experience. Experience successfully leading teams, identifying training and development needs, evaluating workloads and resources, and planning and organizing day-to-day activities. Experience recommending hires, promotions, classifications, progressive discipline, and evaluating performance. Experience effectively following operational and human resources practices.
Advanced knowledge and understanding of internal control practices and their impact on protecting University resources. Ability to perform detailed audits of budget, staffing and fund transfer data to ensure policy compliance and accuracy. Ability to maintain confidentiality and exercise discretion.
Demonstrated advanced skills in analyzing large quantities of complex budgetary and financial data, extracting and summarizing critical components of the database, data validation and compiling managerial reports in a variety of formats. Proven ability to identify, collect, and analyze information from multiple sources.
Proven ability to research, collect, process, validate, and interpret complex financial and budgetary data from diverse sources such as the Governor's Budget, corporate allocations, budget and operating ledger systems, and corporate financial reports.
In-depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
Advanced computer technology skills and problem-solving in financial modeling, analysis, budgetary management, and other administrative functions and situations. Advanced expertise using computer software, such as Microsoft Excel, Word, Access and PowerPoint.
Comprehensive knowledge of not-for-profit financial reporting systems sufficient to comprehend Budget, Financial, Staffing and Payroll/Personnel and Student information systems.
Demonstrated advanced knowledge of various computer software programs, such as Oracle Enterprise, Maximo Work Management System, and various ERP financial sub-systems. Ability to understand and utilize strengths of these computer systems
Advanced skills in applying computer technology as a problem-solving tool in financial modeling, analysis, budgetary management, and other administrative functions and situations.
Excellent critical thinking ability to analyze information, situations, problems, policies and procedures and to formulate logical and objective conclusions. Pay Transparency Act
Annual Full Pay Range: $71,000 - $160,000 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $34.00 - $76.63
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
