Accountabilities
- Lead, direct and manage the emergency response to hazardous materials releases or environmental incidents and develop response and recovery plans. Upon completion, submit all associated reports to governmental agencies and complete internal reporting as needed.
- Acts as a resource for other Hazardous Materials Management team members.
- Tasked by the Company to perform Qualified Individual (QI) duties.
- Complete understanding of the Incident Command System (ICS) and the ability to act in any positions necessary.
- Maintain knowledge of legal and other requirements to which the Company is subject or subscribes.
- Communicate hazardous and environmentally sensitive materials requirements to the Hazardous Materials Team and our Company work force or others, whose job duties could affect the Company's ability to meet those requirements.
- Implement and maintain all processes developed to meet specific objectives and targets, ensure regulatory compliance, and drive programs for continuous improvement. Recognize when new processes need to be developed.
- Comply with all company and departmental training requirements. Understand regulatory requirements for hazmat employees to provide guidance on training content.
- Recognize and document issues which affect compliance or misalignments with targets and objectives or create environmental risks or liability to company.
- Communicate environmental issues and acts as a resource for local UP work units.
- Present UP's outreach programs to the communities in which we operate. Provide programs that support local initiatives. Ensure regulatory compliance and recognize the importance of the communities and environments where we do business. Communicate UP's commitments to regulatory agencies garnering their support for our efforts.
- Point of contact for industry wide committees, national task forces and training facilities.
- Maintain familiarity with all hazardous material control process and procedure revisions and updates.
- Conduct various prevention programs to reduce the risk of hazardous material releases, e.g. tank car, train and intermodal inspections.
- Conduct customer outreach programs.
- Plan, lead and direct activities to ensure safety of employees and the public from chemical exposure during emergency and non-emergency activities.
- Manage hazardous materials regulatory compliance efforts.
- Prepare and update contingency plans as needed and train employees as require
- Bachelor's degree or comparable work experience
- 5 years experience in Safety, hazardous materials and environmental response
- 5 years of Environmental experience with hazardous waste and 40 hr HAZWOPER training
- 5 years Computer skills
- 5 years Management and Professional experience
- 5 years experience with railroad operations and finance/budgets.
- Walk up to 5 miles per shift, climb, and maintain balance on various surfaces including railcars, locomotives, stairs, ladders, uneven terrain, moving equipment, rails, and ballast, all while prioritizing safety.
- Capable of performing essential functions proficiently in high-stress environments.
- Maintain effectiveness and productivity in high-pressure or stressful working environments.
- Learn new tasks and remember processes effectively.
- Maintains focus on tasks and can make timely decisions.
- Communicate effectively with customers / senior leadership.
