The individual in this position demonstrates intermediate to advanced systems-thinking skills to have an end-to-end functional view of how data is integrated into and output by the Arkansas APCD and Arkansas HDI. This individual must understand at a high level all processes contributing to the ACHI data solution builds to test and validate data and process functionality.
ACHI is a health policy organization that is administratively housed within the University of Arkansas for Medical Sciences. Its mission is to be a catalyst for improving the health of Arkansans through evidence-based research, public issue advocacy, and collaborative program development. Since it inception in 1998, ACHI has become widely recognized as a reliable source for local and national health and health industry information. This includes providing critical data analyses and strategies that drive decisions and shape health policy. ACHI has served as a major contributor and trusted health policy leader in statewide efforts to improve the health of Arkansans and to drive innovation and efficiency for the state's healthcare delivery system.Qualifications:
Minimum Qualifications:
Bachelor's Degree in Business Administration, Computer Science, Management Information Systems, or related field plus three (3) years of customer support experience and/or account management experience including data analytics and reporting.
- Possess excellent writing skills for external communications,
- Proficient computer skills in programs including Microsoft Word, Excel and Visio,
- Must have relational database experience in at least one of the following: Microsoft Access, MySQL, Microsoft SQL Server, Oracle, Sybase, or Informix
- Ability to build relationships and trust with internal and external stakeholders,
- Represent ACHI and/or project team at related external stakeholder meetings and report meeting outcomes to project team members.
Preferred Qualifications:
Master's Degree in Business Administration, Computer Science, Management Information Systems or related field plus one (1) year of customer support experience and/or account management including data analytics and reporting.
- Broad understanding of the trends in health care and health data analytics, use and disclosure.
Additional Information:
Responsibilities:
- Provide intermediate to high level analytics to support data submission and data fulfillment issue resolution,
- Write programming queries for data quality validation processes to support file delivery and auditing processes,
- Manage all process set-up and onboarding steps required for new data submitters including establishing secure file transmission routes, data encryption, required layout mapping consultation, testing,
- Monitor multiple daily file submissions through receipt, validation and load to ensure accuracy and viability,
- Provide technical support for data submitters, ensuring timely and accurate review of data sources,
- Manage data request fulfillment processes after data request approval, including developing and validating functional requirements with the data requestor, overseeing the creation of datasets, auditing data, and packaging and delivering data through secure channels,
- Utilize intermediate to advanced level the data fulfillment tools in place for data fulfillment,
- Organize solution and/or data request requirements into meaningful and executable functional requirements, user manuals and instructions,
- Translate and simplify requirements for research, policy, and data team project stakeholders,
- Contribute to test case design for new and existing requirements and processes,
- Execute testing for new and existing requirements and processes,
- Support the dissemination of requirement changes and communication with research, policy, and data team project stakeholders,
- Work with technical writer to ensure project documentation is relevant and accurate,
- Perform intermediate to advanced data processing and analysis to identify issues, test new and existing processes, and build data quality reports summarizing information and trends,
- Coordinate and manage execution plans for each APCD database build, including the selection of input data, managing data corrections and new build processes, and managing the audit and validation of each build step utilization existing audit queries and developing new queries as needed,
- Communicate with data submitters on a daily basis through voice and written communication to address data submitter questions and ensure accurate data submissions and data file quality,
- Utilize advanced SQL queries and custom web-based tools to fulfill data requests,
- Design test cases for new and existing requirements and processes, and
- Design and execute auditing for new and existing requirements and processes,
- Support ad hoc and other funded and non-funded projects outside the Arkansas APCD and HDI database solutions including but not limited to project specific data processing, documentation, and auditing, and
- Perform other duties as assigned.
