DEPARTMENT OVERVIEW

The Division of Student Affairs and Success (DSAS) provides campus-wide coordination and leadership for student success programs and activities across departments, divisions, colleges, and administrative units. The Student Success and Equity portfolio of departments is a branch of DSAS focused on academic support services, advising/counseling, student life/co-curricular programming, student identity development and retention/student success initiatives.

Student Success and Equity provides services to the campus community with over 17,000 undergraduate and graduate students and has over 64 career employees and 475 student staff employees operating in 8 facilities/locations. The Student Success and Equity area includes a wide array of multi-disciplinary academic and non-academic units including: Disability Resource Center (DRC), Educational Opportunity Programs (EOP), Learning Support Services, Services for Transfer and Re-entry Students (STARS), Renaissance Scholars Program, Veteran Resource Center, African American Resource and Cultural Center (AARCC), American Indian Resource Center (AIRC), Asian American/Pacific Islander Resource Center (AA/PIRC), Chicano/Latino Resource Center (El Centro), Women's Center (WC), the Lionel Cantu Queer Center (LGBTQ ), Undocumented Student Services (USS), the UCSC Hispanic Serving Institution Initiatives (HSI) grant and campus committees/programs, and the Administrative and Business team for the unit.

The Student Success and Equity area includes all of the units and over 125 state, federal, student service fees and gift fund sources and an annual operating budget of nearly $14 million dollars.

JOB SUMMARY

Under the direction of the Associate Vice Chancellor for Student Success and Equity, the Director of Business and Resource Management is responsible for providing financial and resource, planning leadership, and budgetary management and analysis for SSE. The incumbent serves as the principal leader of fiscal and business operation and oversees the budget for all SSE offices, departments, units, and programs. The incumbent is responsible for developing and overseeing fiscal systems and procedures, and for oversight of fiscal/business office transactions. This responsibility includes providing direct unit and programmatic support on divisional and unit policies and principles; issues of budget and human resources development, facilities, policy, and compliance; and grant budget management, including appropriate internal controls. The incumbent directs and advises SSE units on complex financial and operational issues and develops creative and effective solutions for SSE management and financial challenges. Included within this responsibility is providing leadership to SSE units, authorizing all personnel actions with fiscal implications, monitoring the expenditures of funds, assuring that all funds are administered for their intended purposes, managing accounting functions, and providing innovative solutions to diverse types of problems and situations by applying University policies, procedures, and compliance with fund restrictions to reach goals of the units.

Salary Information: Salary Range: $87,000 - $95,000 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES

40% - Financial Analysis and Transaction Management
  • Applies advanced professional concepts to perform complex technical analysis to understand past performance and determine present and future performance and / or resource allocations.
  • Responsible for providing analytical support for highly complex budget, financial, and resource projects dealing directly with major department managers and / or outside constituents.
  • Performs complex financial or resource research and studies for both internal department and external constituents. Examples include periodic financial reports, staff salary budgets, contracts, grants, gifts, endowments, or user fees. Financial and / or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff or faculty salary or FTE analysis, student enrollment analysis, recharge or general rate analysis (parking rates, copier rates, capital project rates, student health charges) student fees (self-supporting programs, professional school fees, course material fees, etc.) contracts and grants analysis, endowment income, fungibility of funds, working capital, depreciation, new building funds, etc.
  • Uses advanced understanding of industry practices and organizational policies and procedures to resolve highly complex or difficult assignments.
  • Independently gathers information as needed to perform analysis.
  • Performs financial/operational research and analysis, and develops recommended solutions for SSE management and financial challenges.
  • Provides input on proposed campus and system wide financial policies.
  • Prepares, reviews, and/or approves advanced financial transactions for the various programs and services in SSE.
  • Ensures recording of expenditures, processing of purchase and travel requests, report production, and provides advice and counsel to AVC and unit directors.

30% - Budget Development, Analysis, and Reporting
  • Coordinates the gathering of budgetary and resource requirements information during planning stages, such as the annual budget process.
  • Gathers, analyzes, prepares, and summarizes recommendations for complex financial and / or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc. Examples include generating, modifying, and conceiving of new financial or other resource reports, strategic planning and modeling, analyzing and forecasting staff / faculty salary budgets, contracts, grants, gifts, endowments, or user fees, and making recommendations for maximizing financial or other resource outcomes.
  • Coordinates and implements department budget allocations. Conceives of and maintains department chart of accounts, other data management tools, and related business processes.
  • Provides ongoing budgetary monitoring and projections, identifying and analyzing potential unit funding shortfalls, surpluses, problems and needs and recommending appropriate reallocations to maximize use of funds.
  • Ensures that funds are expensed, liened, or carried forward in compliance with divisional and campus guidelines and procedures and within deadlines
  • Creates projected financial scenarios in response to changes in University, Division, and SSE goals and objectives.
  • Serves as the budgetary advisor to the AVC-SSE, responsible for high level analysis and review of division and SSE units' financial resources, budget allocation/reduction methodology.
  • Serves as budgetary back up approval for all units in SSE

15% - Human Resource Management
  • Determines unit requirements and mechanics for all salary adjustments (i.e., merits, reclassifications, range adjustments, new positions, etc.)
  • Tracks and accounts for budgetary aspects of open provisions, personnel actions and separation within SSE. Liaison with Staff Human Resources for UCpath updates and adjustments.
  • Acts as the main Divisional/SAEI Approver, control point for all human resources transactions in SSE.
  • In consultation with AVC-SSE, acts as liaison between SSE Unit Directors, and Staff Human Resources Employment and Labor Relations Offices by reviewing all related paperwork for accuracy and compliance
  • Oversees the reconciliation of the permanent staffing list and the tracking of open provisions, personnel actions and separations within the units of SSE.
  • Sets up and manages ongoing maintenance of SDEI layoff units, HR work flow charts and delegation of authority when it comes to HR actions, processing and procedures.

5% - Internal Controls
  • Makes recommendations on maintaining and strengthening internal controls to protect University resources.
  • Develops and makes recommendations on internal policy / procedural changes that affect functional areas.
  • Provides department support in the areas of business process analysis and design, system or procedure testing and implementation, documentation, security, workflow, and customer feedback.
  • Documents procedures for financial activities.
  • Defines structure and maintains accuracy of delegation of approval authority throughout the SSE units
  • Advises managers and business staff of correct use of chart of accounts structure
  • Trains staff and, as appropriate, creates an effective team environment.

5% - Advisory and Policy Services
  • Analyzes complex administrative, financial, and personnel data and issues to formulate and draft policy recommendations and implementation plans.
  • Researches and interprets campus financial and personnel policy and advises unit managers on options for action and on compliance.
  • Advises and trains business staff on new procedures and policy implementation.
  • Participates and provides insight and advice in campus wide committees on matters relating to campus financial, payroll, and personnel issues.
  • Coordinates interpretation and implementation of separation of duty practices, cashier and deposit practices, carry forward, merit calls, salary savings calls, ergo and tech calls, minor and major capital grant calls, gifts, grants, and earned income procedure, contracts, purchasing, entertainment and travel, etc.
  • Provide guidance and leadership to all SSE unit administrative support staff.

5% - Facilities Coordination
  • Provides oversight, coordination, and analysis for approval processes and external funding requests for maintenance of all buildings occupied by SSE units.
  • Provides consultation and acts as a liaison regarding seismic retrofit planning and construction.
  • Coordinates SSE annual campus facility inventory process.
  • Analyzes shortfalls in facility budgets and provides recommendations and proposals to help potential deficits.


REQUIRED QUALIFICATIONS
  • Advanced degree in related area and / or equivalent experience / training.
  • Advanced knowledge of finance policies, practices, and systems.
  • Ability to independently identify, collect, and analyze information from multiple sources.
  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
  • In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
  • Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.


PREFERRED QUALIFICATIONS
  • Advanced knowledge and understanding of internal control practices and their impact on protecting university resources.
