Duties and Responsibilities- *Oversee the AmeriCorps Hawaii grant process and assure that AmeriCorps requirements as well as state laws are met. Includes developing and implementing an RFP process for each type of grant available to the Commission within the designated time frames.
- *Provide technical assistance related to the AmeriCorps eGrants system to current and potential AmeriCorps Hawaii grantees.
- *Review AmeriCorps grant applications, collaborate with other Commission staff in preparing staff review reports and in grant negotiations.
- *Prepare State Formula Program and competitive grants for Executive Director's approval.
- *Manage a portfolio of AmeriCorps Hawaii grantees which includes monitoring grantee progress and ensuring programmatic and fiscal compliance through site visits, progress reports, and monthly check in calls.
- *Plan and execute orientation for new grantees. Assist with program start-up and ongoing technical assistance.
- *Assess and determine training needs of grantee programs and their members.
- *Identify training resources, contact trainers and coordinate trainings.
- *Assist grantees with, and engage in, member recruitment activities.
- *Review and monitor through the OnCorps Reporting system program timesheets, AmeriCorps member hours, periodic expense reports, and progress reports for compliance with federal requirements.
- *Collaborate with other staff in developing and maintaining evaluation procedures and tools, in reviewing program service agreements and grievance procedures, and in finalizing program objectives.
- *Develop expertise and keep abreast of current federal rules and regulations as they pertain to AmeriCorps grantees.
- *Oversee the development, implementation, update, and maintenance of AmeriCorps Hawaii policies and procedures for grantee program directors.
- *Engage in outreach and marketing of AmeriCorps and service initiatives, and foster and facilitate development of new projects, including workshops as directed.
- *Work with and assist Commission sub-committees in accomplishing their objectives.
- *Assist programs in developing sustainability plans.
- Other duties as assigned.
Minimum Qualifications- Possession of a baccalaureate degree in Education, Social Science or Business Administration and 3 years of progressively responsible professional experience with responsibilities for program administration or coordination of programs or services; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the area of program administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with federally funded programs.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Knowledge and experience working with AmeriCorps programs.
