As a member of the People Operations department, the Total Rewards Manager is responsible for assisting in the development, implementation, management, and evaluation of department strategies, goals and objectives and ensuring they align with the Agency’s strategic goals and objectives. Position is responsible for benefits administration inclusive of broker relations, plan selection, leave management, and provides support and guidance in the development and effective administration of the programs, policies, and procedures. Position designs, implements, and directs the administration of a variety of employee benefit programs aimed at employee engagement, health, and wellness. Further, the Total Rewards Manager oversees the Benefits Specialist and is responsible for ensuring consistency, accuracy and optimization of systems and processes. Work Standards
- Strategically assesses the effectiveness of current programs in achieving organizational objectives; identifies best practices and benchmarks; and develops recommendations for modifications to align to People Operations (PO) strategy and business goals
- Effectively plan and direct the implementation and administration of all benefit plans including annual open enrollment efforts
- Overall ownership and administration of workers' compensation program ensuring its managed in accordance with applicable Occupational Safety and Health Administration (OSHA), Texas, Ohio, and Louisiana state workers’ compensation laws, as well as states where remote workforce resides
- Ensures leave of absence policies and procedures are adhered to, tracked and that correct documentation and action is followed by departments and employees in accordance with federal and state laws
- Supports the development and integration of new and/or existing rewards programs, policies, and procedures to ensure that programs are market competitive, internally equitable, and cost effective
- Develop internal operating procedures and controls for the administering and managing of total rewards
- Management of Request for Proposal (RFP) process as needed to align carrier offerings with Agency needs to ensure a competitive total reward offering for Agency’s workforce
- Other duties and projects as assigned
Communication
- Review and manage all injury reports for employee injuries from initial report through resolution/closure of claim
- Oversees Affordable Care Act (ACA) compliance and keeps abreast of regulatory changes affecting benefit plans and ensures agency benefit plans and practices are following external regulatory requirements
- Determine and implement monthly and quarterly metrics that assess and monitor the effectiveness of ongoing total rewards programs and new initiatives
- Manage data in accordance with the agency’s record retention policies and procedures and state and federal laws and regulations
- Oversees maintenance, reporting and updating of 403(b) plans, enrollments, and changes

Partner with leadership on appropriate total reward packages to recruit and retain talent
Assist in the development and delivery of communication and education programs and other materials to educate employees on agency benefit programs, policies and processes as well as supporting the coordination and communication of benefits related events and presentations
Partners closely with employees, leaders and adjusters on leave cases and workers’ compensation claims including reviewing claim status on a regular basis and developing strategies for resolution
Manage American Disabilities Act (ADA) reasonable accommodation interactive process and assist with recommending solutions to enable employees to continue working
Communicate actively with teams to review cross-departmental impacts and reconcile data sharing

Actively and regularly solicit employee feedback on all total rewards programs through various methods; analyze data and propose program enhancements and changes to positively impact the employee experience, their health and wellness
Compare and evaluate existing agency benefits with those of other employers in comparable markets by analyzing other benefit plans, surveys, and other information as needed, analyzing results of surveys for recommendations
Act as the Liaison between the remote employee and the workers’ compensation carrier

Complete, conduct and submit the 90-day and annual evaluations per established completion date
Qualifications:
Minimum Qualifications
- Associate degree in business administration, human resources, or relevant field; additional years of experience and/or HR certification will be considered in lieu of education. Must have a minimum of a High School diploma or GED equivalent
- 3 years of comprehensive experience with benefit administration, managing FMLA, ADA, ACA, Workers’ Compensation policies and programs
- 2 years managing total rewards programs
- Strong verbal communication and presentation skills with the ability to build positive working relationships with all levels
- Strong working knowledge of HR practices and trends
- Demonstrated ability to always maintain confidentiality
- Demonstrated ability to gather and analyze information and translate into empirical data (metrics, structured reporting, data driven analysis); ability to create scorecard and dashboards with relevant information to influence strategic planning, decision making, and meet department and Agency goals and objectives
- Strong time management and organizational skills with the ability to manage competing priorities and meet deadlines
- Strong interpersonal and people skills with the ability to work independently, within a team environment and with a diverse group of people at all levels of the agency
- Advanced knowledge of Benefits Administration, Benefit and Employment Law, ACA, ERISA Law, FMLA, ADA, Workers Compensation and OSHA.
- Proficient with Microsoft Office (Word, Excel, PowerPoint, and Outlook)
Preferred Qualifications
- Current professional HR certification issued by HRCI (PHR or SPHR) or SHRM (SHRM-CP or SHRM-SCP)
- Bilingual Spanish speaking/writing
Physical Demands & Work Conditions
- This position requires sitting and looking and using a computer for long periods of time
- Position may make program visits to child facilities and have limited exposure to children
- Position may require long hours, inclusive of weekends based on business or project needs
