ABOUT URBAN HOPE: Urban Hope is a 501(c)(3) community development corporation committed to the social, economic and spiritual health of Metro Richmond. The primary focus of Urban Hope is to partner with families who seek affordable rental housing and/or home ownership in the East End of Richmond. The support Urban Hope provides to renters and future homeowners comes through collaborations with caring community residents and local organizations interested in helping our clients navigate their way to greater stability, health, and prosperity through financial management skill development and quality homes they can afford. ABOUT THE DEPUTY DIRECTOR POSITION: The Deputy Director is a strategic thought leader who supports the Executive Director with oversight of the daily operations of Urban Hope, ensuring that it runs efficiently. The Deputy Director assists with oversight of all program implementation and leads the internal operations of finance and general administration. This includes partnering with fractional CFO to guide the finances of the organization, in addition to program oversight and providing strategic guidance to the Director of Programs.

The Deputy Director will have the following direct reports: Director of Programs and Property Manager.

Core Responsibilities

Program Oversight

  • Provide strategic guidance and support to Director of Programs, ensuring that all program activities are conducted efficiently and in accordance with organizational policies and standards.
  • Collaborate with the Director of Programs to develop and implement the organization’s housing program vision and strategic plan, advising on program development, expansion, and resource allocation.
  • Develop and implement long-term strategic plans for program development and growth in alignment with the organization’s mission and goals.
  • Ensure program effectiveness and compliance of all housing programs, and adherence to grant requirements, regulations, and best practices.
  • Oversee the development and implementation of evaluation frameworks to monitor program performance and identify opportunities for improvement.

Properties Oversight and Management

  • Supervise Property Manager, ensuring that daily operations are conducted efficiently and in accordance with organizational policies and standards.
  • Provide guidance and support to the Property Manager in handling complex issues and challenges.
  • Develop and implement long-term strategic plans for property management and development in alignment with the organization’s mission and goals.
  • Ensure all properties comply with local, state, and federal regulations, including health and safety standards.
  • Ensure the Property Manager effectively manages tenant relationships and addresses any issues or disputes.
  • Oversee Property Manager’s planning and execution of major maintenance and capital improvement projects, ensuring they are completed on time, within budget, and to high standards.
  • In collaboration with the Property Manager, prepare and present regular reports to senior management and the board of directors on property management activities and outcomes.
  • Develop and implement emergency response plans for properties, ensuring preparedness for incidents such as fires, natural disasters, or security breaches.

Human Resources

  • Assist in developing and implementing HR strategies aligned with the organization's mission, vision, and goals.
  • Supervise recruitment, selection, and onboarding processes to attract and retain top talent.
  • Address employee grievances, mediate disputes, and ensure a positive work environment.
  • Oversee maintenance of HR information systems
  • Oversee the administration and annual review of employee benefits programs.

General Administration

  • Partner with the Executive Director to create and implement Urban Hope’s strategic plan to include developing metrics/organizational objectives.
  • Secure insurance, complete annual audits for operating insurance, and assist with managing overall risks associated with Urban Hope’s property portfolio.
  • Provide IT support, training, and troubleshooting for Urban Hope’s staff, through seeking internal or external solutions.
  • Lead the annual review and board approval of operating and financial procedures. Document policies, procedures, and metrics for the organization, and ensure they are implemented.

Financial and Budget Management

  • Lead organization’s financial strategy in partnership with fractional CFO, Board Treasurer and Executive Director
  • Collaborate with fractional CFO on management of all financial functions to include payables, receivables, procurement, and grants management. This includes approval of all invoices and requisitions.
  • Assist Executive Director and fractional CFO in the preparation of the annual budget and planning process to ensure financial goals align with organizational goals.
  • Oversees management of the program and property management budget, ensuring cost-effective maintenance and operations.

QUALIFICATIONS:

  • Proven track record of overseeing the operations of an organization and managing a team
  • Proven understanding of financial management principles and practices including budgeting, financial reporting, compliance, and audit coordination
  • Demonstrated knowledge of principles related to accounting and financial management, project management, and resource management
  • Demonstrated ability to think strategically to generate and execute long-term strategic planning
  • Ability to multi-task with strong organizational, planning, and prioritization skills
  • Excellent attention to detail
  • Strong written and verbal communication skills
  • Ability to effectively present information to applicable stakeholders
  • Excellent interpersonal skills and ability to effectively interact with stakeholders at all levels
  • Ability to work collaboratively in a team environment with staff, volunteers, and board members
  • Demonstrated initiative and ability to work independently
  • Must possess a high level of professionalism
  • Proficiency in Microsoft Office, especially Excel, and Google Suite
  • Proficiency in spreadsheet modeling and data analysis with Excel and other spreadsheet and proprietary software
  • Ability to exercise good judgment and discretion
  • Experience with oversight of an operational budget, including ability to balance the delivery of programs against the realities of a budget and successful P&L management
  • Understanding of systems and HR; broad experience with the full range of business functions and systems, including strategic development and planning, and information systems.
  • Ability to occasionally work nights and weekends.
  • Successful completion of a criminal background check by Urban Hope

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in business administration, non-profit management, or a related field required
  • Minimum of three years of supervisory experience
  • Minimum of 3-6 years of progressive experience in operations, human resources, and general administration, preferably within a non-profit organization
  • Minimum of 2-3 years of financial management experience, including budgeting, financial reporting, and compliance within a non-profit organization, will be given priority.

PHYSICAL DEMANDS / COGNITIVE REQUIREMENTS:

  • Office environment - Sedentary work; prolonged periods sitting at a desk and working on a computer; ability to operate standard office equipment and keyboards
  • Must be able to lift, carry, push, pull, or otherwise move objects up to 15 pounds at times in an office environment and up to 50 pounds for outside work events
  • Repetitive motion; substantial movements (motions) of wrists, hands, and/or fingers
  • Position requires close visual acuity to perform an activity such as preparing and analyzing data and figures, viewing a computer, extensive reading
