Duties
This position is located in the Architect of the Capitol (AOC), Office of Safety and Code Compliance, Building Official Division.
Tour of Duty for this position is: Monday through Friday (7:30 am to 4:30 pm) Hours may change due to Operating Needs of Management

ABILITY TO PHYSICALLY NAVIGATE ACTIVE CONSTRUCTION SITES, CLIMBING LADDERS, CRAWL UNDER AND ACROSS SURFACES WHICH HAVE AN INCLINE, AND INTO, AROUND AND THROUGH SPACES TO CONDUCT INSPECTIONS.

DUTIES:
New Construction and Renovation Planning and Evaluation
Assists engineers with the management of building code compliance of major new construction and/or renovation projects and incorporates code compliant design practices into all phases of design and construction. Aids in ensuring adequate building code compliance requirements are incorporated into all segments of the project. Reviews building features of construction documentation for building code compliance. Reviews and interprets complex drawings and specifications and coordinates work with multiple engineering disciplines.
Specifies and analyzes project design including a wide variety of building systems, such as but not limited to mechanical, electrical, civil and plumbing to ensure code compliance with established standards and codes. The systems involve complicated integration of mechanical, electrical, and architectural systems that must interface with facility equipment and operations.
Researches and provides alternate approaches, through risk assessment, to achieve appropriate modifications to structures. Interprets guidelines, standards, policies, and engineering criteria as established by national organizations. Analyzes, on a continuing basis, the building code requirements for the facilities and grounds.
Reviews designs developed by associate architects and engineers, and reviews the submittals from and performance of contractors, to ensure compliance with the program/project requirements and with nationally recognized and organizationally adopted codes, standards or directives as adopted by the AOC.
Inspections, Analyses, Surveys, and Studies
As assigned, serves as the field inspector for Building Official Program. Coordinates with the appropriate personnel to ensure compliance with programmatic objectives; agency policies; and nationally recognized codes and standards. Inspects construction project sites for code compliance; identifies non-code compliant issues and reviews remediation proposals for compliance.
Independently plans, manages, and conducts construction site analyses and surveys.
Performs field investigations, reviews preliminary design concepts, confirms design calculations, reviews and approves final working drawings, assists with the procurement of engineered products and performs construction supervision and coordination as required on each assigned project.
Provide timely written documentation in the form of permit issuance or denying permit issuance. Writes and keeps records on various logs, technical notes and technical summaries.
Data Analysis, Technical Guidance and Problem Resolution
Performs field surveys of existing civil, mechanical or electrical installations when required for a specific hazard or project. Assists in the analysis of large blocks of unknown or controversial data and provides technical advice and guidance on unique and complex problems and issues that arise in the Building Official Program.
Records and reviews field data in the form of sketches, drawings, calculations or other manner for the purpose of assessing and evaluating existing or proposed systems, equipment, assemblies or buildings and their conformance to nationally recognized and organizationally adopted codes, standards or directives with jurisdictional adopted codes, specifically in the code editions adopted by the AOC.
Aids in the preparation and processing of technical reports, presentations and papers on important and highly complex building code matters influencing the current and future programs.
Contractor Oversight
Assists in the handling and assessing of contractor efforts; and assessing technical progress in relation to the established schedule and resources allotted. Reviews plans, specifications and cost estimates for technical adequacy. Reports progress and/or problems.
Serves as a Contracting Officer's Representative (COR) on assigned projects.

Qualifications

(1) Conducting inspection of construction projects to ensure proper quality of work and compliance with contract specifications and requirements; (2) Overseeing and monitoring the execution of new construction, renovations, infrastructure improvements, and/or building upgrade activities; (3) Assisting the Contracting Officer and/or Contracting Officer Technical Representative (COTR) with contract administration such as statements of work, performance standards, and evaluation functions; and (4) Working with on-site and off-site engineers, architects, contractors, and craft workers on construction or design issues and recommending improvements.
For the GS-12:
