Duties

A GS-0343-9, PROGRAM ANALYST:

  • Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications.
  • Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives.
  • Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses.
  • Develops recommendations to correct deficiencies or suggest program or process improvements for the organization.
  • Plans and designs procedures to improve organizational effectiveness and efficiency.
  • Evaluates unit and organizational effectiveness.
  • Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
  • Collectively evaluates management effectiveness of property management functions and informing management of their programs.
  • Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures.
  • Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions.
  • Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives.
  • Identifies or creates metrics and measures progress toward accomplishment of unit plans, programs, goals, and objectives regarding federal property and supply accountability.
  • Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives.
  • Performs 100 % inventories of unit/activity equipment and supplies and analyzes requisition data to determine causes of any discrepancies.
  • Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.
  • Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices.
  • Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property.
  • Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization.
  • Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with information needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of equipment on hand.
  • Advises the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation.
  • Recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date.
  • Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers.
  • Notes deficiencies, identifies necessary resources, and recommends corrective action.
  • Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives.
  • Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.
  • Manages the evaluation program to ensure required actions are tracked and completed.
  • Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review.
  • Coordinates with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizations and accountability.
  • Other duties as assigned.

  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Duties and responsibilities may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Proficient in logistics standard army management information system (STAMIS).
  • Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Designation will not exceed 14 days unless otherwise approved by the TAG.
  • Must have a valid state driver’s license for the state in which they live or are principally employed

Qualifications

GENERAL EXPERIENCE:
Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must have at least 12 months specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.

Education

Education Requirements:
High School Diploma or Equivalent.

master's or equivalent graduate degree

2 full years of progressively higher level graduate education leading to such a degree

  • Knowledge of implemented logistics programs and their interrelationships.
  • Knowledge and skill in applying statistical analysis and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature
  • Knowledge of logistics and supply operations in order to validate status of on hand property and equipment regarding excess property postures, turn-in procedures, equipment/supply receipt procedures, processing statement of charges, posting adjustments to property records, accountability procedures, and review of durable/expendable document registers.
  • Knowledge and skill of analytical techniques performed through interviews with supervisors, employees, and organizational workforce, including commanders and supply personnel to establish recommended solutions or follow-on actions.
  • Knowledge of organization mission, logistics capabilities and requirements, to effectively communicate scope of the review, including regulatory standard, discrepancies and recommend corrective actions during entrance, and exit briefings to applicable unit/activity, staff, and directorate personnel.
  • Expert knowledge of administrative regulations and operating procedures to identify, analyze, and provide recommendations for improving management, administrative, operations and maintenance methods and procedures.
  • Knowledge of Department of the Army (DA), Army National Guard (ARNG), policies, procedures, regulations and precedents; enabling the incumbent to correlate and implement change to program goals and objectives directly associated with accountability requirements and goals of the USPFO and Chief, NGB.
