FV-G Duties: Reviews airport and aviation planning documents. Coordinates findings with experienced planner or manager to ensure compliance with requirements. Performs a combination of routine and multiple and varying assignments under the general direction of a manager, project/program manager, team leader or more experienced professional. Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility.
Applies experience and detailed knowledge to plan and accomplish assignments. Reviews airport master plans prepared by airport sponsors, state aeronautical agencies, and metropolitan planning agencies. Provides initial review of Airport Layout Plans prepared by airport sponsors. Collects and performs initial review of sponsor submittals for the development of the ADO/RO Airport Capital Improvement Program (ACIP). Assists environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act and other environmental programs.
FV-H Duties: Assists in the development of the ADO/RO Airports Capital Improvement Program (ACIP) and may assist with the administration of the Passenger Facility Charge (PFC) program. Assists environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act. Reviews airport sustainability programs and other environmental programs. Provides assistance to Airport Sponsors to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Coordinates with compliance specialists to ensure compliance with applicable Grant Assurances.
Demonstrates considerable independence in planning time and helping a manager, project/program manager and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. Reviews the initial submittal of ADO input to the National Plan of Integrated Airport Systems entry/removal requests per FAA guidance. Reviews land use compatibility plans, change in land use requests, land releases, and land acquisition documents. Works with experienced planners and compliance specialists to accomplish actions including conducting review of appraisals submitted by sponsors, ensuring that land acquired under a project is properly configured, has good title and cost is reasonable.
FV-I Duties: Establishes policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Participates in community activities, such as Advisory Committees, public workshops, and public meetings or hearings. Provides technical guidance to less experienced professionals and reviews planning consultant contracts, including determination of reasonableness of cost, to ensure that selection is in accordance with professional services procurement requirements. Identifies, plans and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.
Reviews benefit/cost and life-cycle costs analyses. Reviews and makes recommendation for modification of standards requests to management and/or RO. May forward recommendations to RO for approval. Conducts project justifications and eligibility analyses to ensure projects are ready for grant funding. Provides recommendation for grant funding and programming. Maintains project status using the Office of Airports database system (SOAR). Possesses a complete understanding of grant project management and associated financial reports.
Performs other duties as assigned.
Degree: Community Planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Combination of education and experience - courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
In addition to the basic education requirement, to qualify for this position at the:

Specialized experience includes: 1) Experience developing or approving airport layout plans. 2) Experience developing or reviewing planning consultant contracts and scopes of work. 3) Experience providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation.
