The Data & IT Chief will be responsible for overseeing all HRM workforce analytics requests and IT project management requirements.
Manage, lead, and oversee staff in the development and management of complex Human Capital (HC) projects or programs that often requires generating new concepts, principles, and methods to ensure their successful implementation within the Intelligence Community (IC).
Lead project teams to ensure project is completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings.
Compile, analyze, and present research pertaining to ODNI human resource initiatives, based on an understanding of HR issues, knowledge of employee data, and skills in quantitative and qualitative analysis.
Provide information, advice, and guidance to managers and employees on a broad range of HR issues/functions in the area of workforce analysis.
Conceive, prepare and communicate an extensive range of strategic, high complexity graphics, computational models/tools, or written/oral assessments on significant workforce issues for a variety of customers.
Serve as an expert liaison; engage with customers to understand and anticipate changing needs and requirements; determine substantive questions. Offer recommendations for resolution based on quantitative analysis.
Provide leadership and expertise in expanding approaches and strategies to market statistical and methodological services to new or potential partners or customers.
Serve as a focal point for a program or project in support of a corporate initiative (e.g., Intelligence Community (IC) Employee Climate Survey, Exit Survey, performance cycle).
Lead and provide oversight to complex HR IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project.
Oversee, lead, or manage staff in planning, developing, and presenting expert, authoritative written products and oral briefings to customers at all levels on significant and complex Human Resources issues; ensure that written products and oral briefings are tailored to and in alignment with overall IC or ODNI mission objectives and customer needs.
Lead, cultivate, and maintain productive working relationships with IC Human Resources leadership, colleagues, Human Resources experts, and ODNI senior leadership to share information of interest, explain the specifics of Human Resources programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.
Incorporate effective management techniques to motivate, mentor, and promote a culture of knowledge sharing and teamwork.

Extensive knowledge of appropriate analytic methods and methodological tools in one or more of the following areas: Applied Mathematics (e.g. probability and statistics, formal modeling, computational social sciences); Computer Programming (e.g. programming languages, math/statistics packages, computer science, machine learning, scientific computing); and Data Visualization.
Demonstrated ability to leverage multiple data management tools to organize relevant information and make decisions. Exceptional analytical and critical thinking skills, including superior ability to think strategically and apply reasoning skills to gather HR data and provide analysis of meaning/impact to senior management.

Salary Determination
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.
On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
This position is eligible for the ODNI GSIT pay scale, which ODNI is currently offering for permanent and staff reserve employees in specifically designated IT-related occupational series that generally aligns to the OPM Information Technology Management Series 2210.
Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.

- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
