Duties

Major Duties

  • Responsible for maintaining the cash flow so that adequate cash is on hand at all times to operate the daily cashier functions.
  • Responsible for directing and training all activities of the unit, taking prompt action as necessary to modify and/or change existing practices with the objective of efficiency in operations and maintenance of work on a current and accurate basis in accordance with all existing laws and regulations.
  • Pays in cash certain designed classes of Fiscal vouchers, performing this disbursing function in accordance with authority delegated by the Treasury Department.
  • In the performance of duties, determination must be made on the acceptability of a wide variety of items and documents, the adequacy of identification material, and the authenticity of signatures. Incumbent must make determinations regarding the authenticity of currency and the negotiability requirements of other types of cash items.
  • Responsible for the funds advanced by the Treasury Disbursing Office to cover payment of vouchers and must either return the funds in full or submit documentary evidence that they were disbursed or otherwise disposed of in accordance with applicable law and instructions of the GAO, Treasury Department, and the VA.
  • Makes cash payments to patients, employees, and cash replenishments to alternate cashiers. The payments included travel vouchers, withdrawals from patients' funds accounts, general post funds, beneficiary travel, incentive therapy pay, individual patient withdrawals from those with personal funds on deposit with the VA, and payments to restricted and institutional award patients.
  • Determines the acceptability of payment documents and cash items.
  • Responsible for the preparation and deposit of various types of collections received including pharmacy copayments, cash, money orders, or credit card payments.
  • Must analyze work requirements and determine resources, equipment and other needs to accomplish work assignments.
  • Establishes operating procedures as required.
  • Determines the propriety of payments and deposits. Incumbent must be flexible and able to determine priorities.
  • Performs clerical work in support of an agency cash processing function involving the receipt, examination, deposit, custody, or other processing of cash items.
  • Responsible for the issuance of pre-numbered accountable receipts for each remittance received, determining the appropriation and account symbol is correct.
  • Maintains and is responsible for the supply of official accountable receipts and accountable forms used to acknowledge collections and control and requisition them.

Work Schedule: Full Time, Monday- Friday, 7:30am-4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Broad working knowledge of all banking, Treasury and accounting procedures and policies to include regulations, practices, procedures, and policies concerning the receipt, disbursement and accountability of funds. Knowledge of a wide variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain complex fiscal transactions. Extensive knowledge of Department of Veterans Affairs directives, handbooks, and other financial regulations, laws, and requirements related to agent cashier/teller operations. Knowledge of operational functions and procedures such as those related to the preparation of awards, rate changes, stop payments, etc. sufficient to process all kinds of collections and disbursements. Knowledge of debit and credit principles of each disbursement or collection in order to perform accurate accounting functions. Knowledge of the negotiability, validity and genuineness of cash items, acceptability requirements of supporting documents, and cash processing procedures in Federal and commercial institutions. Knowledge of automated financial system to reconcile errors that require an understanding of nonstandard procedures.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires some physical effort such as standing, walking, bending, or sitting. There are no special physical demands.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
