This position is in the District Department of Transportation (DDOT),Infrastructure Project Management Administration (IPMA), Team 3. The incumbent manages the design, delivery and completion of complex projects which typically require the knowledge of the physical sciences, mathematics underlying engineering, and specialized knowledge of mechanics of solids, particularly of soils, hydraulics, theory of structure, strength of materials, engineering geology, and /or surveying.
Duties and Responsibilities
The incumbent serves as a technical specialist in the Bridges, Roadways and Trails Infrastructure Program. The position manages roadway, bridge and trail design and construction projects to meet and local regulatory requirements and reviews roadway components of public and private projects in the public right-of-way. The applicant shall have experience and knowledge of pavement and geometric design, hydrology and hydraulics, maintenance of traffic, itemized quantities, cost estimating and developing special specifications. Serves as a technical specialist to management concerning advanced and/or complex civil and related engineering matters. Participates, as requested, in the development of scope, goal setting, budget processes, multi-year and long and short-range work plans, for diverse special projects as they relate to engineering concerns. Participates in the preparation and maintenance of comprehensive project plans and schedules, especially concerning the engineering designs and plans. Coordinates to negotiate differences, to obtain cooperation in carrying out investigations, to obtain clearances, and develop solutions to complex technical problems. Participates in the oversight and inspection of construction contractors engaged in completing specified projects.
Requirements
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to perform the duties of the position successfully. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Permit issuance for a local municipality or related field and applied knowledge of the regulations that govern public space outlined under permit issuance in the District of Columbia. General knowledge of pedestrian and traffic safety, engineering concepts and street construction projects is highly preferred.
Licenses and Certifications
A Professional Engineer (PE) license is preferred.
Must possess and maintain a valid driver's license.
Work Environment
The majority of the work is in an office setting; however, during field visits the incumbent must be able to move around construction sites, involving horizontal and vertical travel on unfinished surfaces, inclement weather, and noisy work areas.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE Local 2978 and you may be required to pay an agency service fee (dues) through direct payroll deduction.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
