Under the guidance and direction of the Vice President, Human Resources, the Manager, HR Operations is responsible for managing the administration and compliance of the organization’s payroll functions, employee benefits, HRIS, HR operations functions such as the HR help desk and related HR activities associated with this function. This role serves as our main point of contact for employee questions regarding payroll and benefits. This role supports all functions of HR as requested to ensure effective HR processing and compliance needs are met.
Benefits:
· Assist VP, HR in benefits negotiations and benefits strategy including designing, evaluating and administering the employee benefits program.
Design an employee communication strategy to encourage utilization of the benefits.
· Oversees and ensures delivery benefits open enrollment for eligible employees; assists with benefit administration including health, dental, voluntary life, vision, Section 125 flexible benefits, long-term disability, and 401k retirement plan.
· Preparing and distributing monthly/quarterly invoices to multiple entities for benefit related fees including 401k recordkeeping, payroll administration, and HR services fees.
· Compiling data to ensure effective monthly and annual benefit audits.
Payroll Processing:
· Ensuring accurate and timely processing of payroll system including all transactions, including salaries, commissions, bonuses, benefits, garnishments, taxes, new hires, terminations, and changes to pay rates and other deductions.
· Compiling payroll data (i.e. hours worked from electronic timekeeping system) and input HR/payroll data and tracks the semi-monthly payroll and timecard cycle for accounting department and audits.
· Reconciling of bank accounts, 401k accounts, FSA, HSA, COBRA, and other benefit accounts in conjunction with Finance.
· Leads the department’s effort in the 401(k) audit, provides records and documentation as needed, processes 401(k) contributions and corresponding records on a weekly basis.
Human Resources Information System:
· Analyzes and directs all function-related activities within the scope of the HRIS.
· Fosters and maintains positive relationships with HR constituents and customer base; serves as an interface between internal/external customers and functional team members to ensure effective definition of and delivery of HRIS/payroll applications.
· Promotes proactive approaches using the company's HRIS to solve business needs/problems, while also enhancing the understanding and acceptance of the HRIS capabilities.
HR Operations:
· Provides vision, leadership, planning, project coordination and management for the development of a cost-effective department while concurrently facilitating efficient operations to meet current and future business needs within the organization.
· Works in conjunction with Talent Acquisition to issue accurate offer letters that are in compliance and ensure seamless onboarding.
· Ensures continuity and successful delivery of functional services to users throughout the organization in the areas of Payroll processing, benefits and the Human Resources Information System.
· Ensuring compliance with federal, state, and local laws regarding payroll, FLSA, benefits, wage and hour laws and best practices by staying abreast of relevant laws, requirements and meeting compliance deadlines.
· Assisting HR Team with projects and assignments as needed.
· Responding to employee inquiries regarding payroll and benefits, including health and dental, 401k, PTO, FMLA, and general employee personnel issues. Following up as necessary with benefits brokers to ensure timely responses.
- Bachelor’s degree in Accounting, Business Administration, Human Resources, or related field required.
- Three to five years of related payroll experience required including preparation, balancing, internal control, and payroll taxes.
- 3 years of experience in benefits administration or a related HR function with a demonstrated track record of success in designing and implementing effective programs.
- Knowledge of employee benefits regulations (e.g., ERISA, ACA) with the ability to interpret and apply complex laws and guidelines.
- Working knowledge of local, state, federal employment and payroll laws.
- Required Skills
- Advanced skills in Microsoft Word, Outlook, Excel and PowerPoint
- Proficient with payroll software. (Paylocity preferred)
- Ability to prioritize workload, multi-task and work under pressure in a fast-paced environment.
- Ability to establish and maintain effective working relationships and strong customer service skills.
- Ability to take initiative to complete projects, tasks and assignments.
- Strong analytical and problem-solving skills.
- Payroll or HR designation preferred
