What are the responsibilities and job description for the EHS Manager position at Vertex Energy Inc.?

Principle Purpose:
The primary function is to manage all environmental, health and safety programs to ensure compliance with applicable Federal, state and local legislation and regulation, as well as adherence to company policies and procedures. Position will also be responsible in identifying, implementing, and managing continuous improvement activities to increase compliance assurance, risk reduction, and efficiency. This position provides environmental, health, safety and security leadership to the various operating sites.
The HSSE Manager will function as a member of the Vertex Energy Inc. Management team and will report to the Director of Regulatory Compliance. This person will work as a Salaried M-F position. Hours on occasion could require nights, weekends, and/or holidays to handle emergencies and or urgent business needs as they occur.

Essential Duties and Responsibilities:

Directing and implementing HSSE processes including continuous improvement activities; establishing HSSE objectives and targets; internal reporting of HSSE performance; assure full compliance with all HSSE reporting requirements for applicable government agencies and ensure proper preparation, submittal and maintenance of all required records, for agencies such as OSHA, EPA, Coast Guard, TCEQ, LDEQ, DOT, and local jurisdictions; lead communications with applicable regulatory requirements; responsible for management and completion of training requirements; ensure facility inspections are completed; action items from various processes are captured and tracked to closure; manage risk assessment process; serve as the ESG lead for the Collection Group; and facilitate completion of root cause analysis from HSE process non-conformances.

Manage HSE staff and collaborate with managers to ensure HSE compliance and all identified HSE activities, initiatives, continuous improvement activities, etc. are completed.

Health, Safety, Security, and Environmental

  • Lead, in conjunction with corporate HSSE, programs and Department guidance for the implementation of environmental, health and safety policies and practices to ensure compliance with Federal, State and local legislation and regulations. This includes ensuring compliance with air, water, waste, pollution control requirements, as well as health, safety, and DOT standards.
  • Serve as the Champion regarding waste stream analysis and profiling.
  • Manage the risk identification and reduction process as it relates to HSE Aspects and evaluate and communicate the risks associated with regulatory changes.
  • Recommend HSSE goals, objectives, projects, and metrics for the facility that maintain and drive improved HSSE performance.
  • Champion the Collections MOC Process to review all new chemicals, process changes and /or equipment brought into the facility to assure compliance with any regulations or reporting requirements pertaining to EPA, OSHA, TCEQ, LDEQ, ADEM, etc. Review capital projects for environmental, health and safety impacts and advise operation managers as appropriate.
  • Co-ordinate incident, accident and near-miss reporting and investigation, which are led by supervisory personnel. Ensure incident/accident/near-miss recordkeeping and monitor progress of corrective action plans. Also, serve as liaison with insurance carriers in regards to claims management.
  • The HSSE Manager will facilitate the Collection’s Driver Safety Committee assisting with decisions and activities affecting Company performance, best practices, and well-being.
  • Act as company representative during any environmental, health and safety regulatory audits. Effectively manage the interface with government regulatory agencies, external services and/or company HSSE leaders as needed.
  • Manage public relations activities, communications and education plans involving HSSE issues.
  • Maintain liaisons with outside organizations such as fire departments, mutual aid societies, and rescue teams, so that emergency responses can be facilitated.
  • The position has authority to “stop work” immediately in the event of unsafe practice that has potential for personal risk or risk to the environment. Further, if there is any compromise to full compliance with any environmental, health and safety policies and practices that is not addressed adequately and in a timely manner by the Facility Management, then the HSSE Manager must take the issue up the company chain of command for resolution.
  • Ensure compliance with various facility security requirements including Coast Guard Security Plans.

Compliance

  • Ensure the facility and all contractors/vendors are in compliance with all of the Federal, state and local environmental, health and safety regulations and company insurance requirements.
  • Maintain corporate licenses and obtain/maintain HSSE permits (e.g. Air Permit, NPDES, County/Parish, Coast Guard, and EPA I.D. numbers) for the process and/or equipment or discharges at the facility.
  • Maintain an awareness of new and existing applicable laws, rules and regulations and implement site HSSE strategies to ensure compliance. Develop and administer company policy to satisfy all applicable objectives set by facility management, corporate procedures and/or government regulations.
  • Manage DOT Compliance for transportation drivers. Including management of the Driver Monitoring System, any established safety incentive program for drivers, and coordinating with managers about coaching events and / or discipline that should be administered to employees and tracking completion of actions taken.
  • Ensure barge / maritime operations are compliant with US Coast Guard permits and requirements.
  • Assure full compliance with all reporting requirements for any government agencies on a timely basis. Ensure maintenance of required records such as OSHA 300 Logs, shipping paperwork (bill of lading), testing, annual reports, in compliance with laws and regulations.
  • Respond to regulatory inquiries and inspections related to HSSE.
  • Conduct or direct testing of air quality, noise, temperature, or radiation levels to verify compliance with environmental, health and safety regulations.
  • Coordinate/conduct audits and drills to ensure compliance.

Training:

  • Responsible for ensuring all employees receive training based on risk, regulations, or internal requirements applicable to their job functions. Serve as Champion for lesson plan development and support for Learning Management System (LMS). Develop training materials and conduct classroom and hands-on training of employees covering such loss control topics as hazard communication, emergency action plans, hearing conservation, personal protective equipment, fall protection, incident investigation and hazard analysis, equipment safety and all other related training as requirements are added or updated.
  • Participate in third party train-the-trainer sessions in order to become a qualified trainer for HSSE-related topics (Ex: OSHA 30, Root Cause Analysis).

Education and/or Experience:

  • A college degree (B.A. /B.S.) in occupational safety/health, environmental engineering, or other related field or equivalent Environmental or Health/Safety experience. Previous experience at the manager level and 4-10 years of related experience is required. Must be able to effectively interact with all levels within the organization and with external groups such as customers, regulators, and suppliers.
  • Certificates & Licenses: Professional licenses may be necessary.
