Supervisory Diagnostic Radiologic Technologist (General Radiology and Support Staff)

This Supervisory DRT (General Radiology and Support Staff) position is assigned to the Bay Pines VA Healthcare System, Radiology Service at the Lee County Healthcare in Cape Coral, FL. This is a general medical and surgical facility, providing a full range of patient care services, with state-of-the-art technology as well as education.

Qualifications:

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

BASIC REQUIREMENTS

Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.)

English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d).

Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R).

Advanced ARRT certification is required for assignments at this level.

Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).

Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

• DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
• DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels.
• DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
• DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
• Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT.

NOTE: Each uncertified VHA DRT who was permanently employed on June 21, 1986, and whose competence in the safe administration of ionizing radiation was affirmed, in writing, by a VA licensed physician not later than January 1, 1987, is considered fully qualified. These employees may be promoted, changed to lower grade, or reassigned within the GS-0647 occupational series. Any employee initially retained in this manner who leaves this job series loses protected status and must meet the full requirements in effect at the time of reentry.

GRADE REQUIREMENTS

Supervisory Diagnostic Radiologic Technologist (General Radiology and Support Staff) - GS 10.

Experience. It is a requirement to have at least one year of specialized experience equivalent to the next lower grade level (GS-9), directly related to the position being filled that demonstrates the clinical competencies described at that level. KSAs at the GS-9 level are: Ability to balance the needs of patients and staff while still performing complex scans and procedures. Knowledge of techniques for gathering relevant information from the medical record, significant others, and health care providers. Ability to assess factors that may contraindicate the procedure. Knowledge of basic first aid and basic life support practices related to radiography. Knowledge of physical assessment, aseptic techniques, intravenous methods and techniques and universal precautions. Knowledge of pre-procedural, procedural, and post-procedural care of patients.

Knowledge, Skills, and Abilities (KSAs) - GS-10 - In addition to the above listed required experience the candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):

1. *Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
2. Ability to evaluate quality management procedures and processes.
3. *Ability to analyze and use data effectively to manage workload, quality, performance, and productivity.
4. *Skill in developing new policies and guidelines as needed.
5. Skill in problem solving and conflict resolution.

Physical Requirements - The physical demands of the work include: Heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability. Must have the ability to stand and work while wearing a lead apron for possibly long periods of time.

Responsibilities:

The Supervisory DRT (General Radiology and Support Staff) is fully functional as a second-level supervisor. The duties and responsibilities includes but are not limited to the following:

• Assigns, manages and directs the work of subordinate technologists when examinations and/or procedures require assistance.
• Directs all section schedules in a manner so as to optimize workflow while maintaining flexibility for emergency cases, rearranging patients to accommodate these requests.
• Responsible for management of Human Resource aspects of service operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for Technologists.
• Develops and maintains a weekly rotational technologist schedule to ensure fair and equal assignments of the technologists and their duties.
• Responsible for training new technologists in all imaging aspects under their direction including specialized cases. Recommends, coordinates and evaluates new or modified procedures/protocols.
• Establishes and monitors employee's performance and is responsible for providing input for rating each employee at the end of each rating period and determining competency throughout the year.
• Continually evaluate indicators, progress measures, objectives and emphasis areas for attention of operating managers and staff to provide input to develop programs for improvement and compliance.
• Performs routine reports to include daily orders reports to monitor to completion.
• The Supervisor is delegated to act in the absence of the Chief Technologist and/or other section supervisors. Annual Leave will be coordinated with corresponding section supervisor to ensure consistent coverage is available.
• Collaborates with the Chief Technologist and Imaging Administrator (Program Specialist) in formulating and implementing administrative and operational policies/procedures for assigned sections. This includes personnel, departmental space, budget, equipment, construction, updating equipment and oversees the Continuing Education Program for both clerical and technical personnel in that section.
• Works with the Chief Technologist and Imaging Administrator (Program Specialist) in developing administrative and operational plans when necessary to meet challenges, deadlines, priorities, and increased productivity to improve the flow of work in services based on analysis of such factors as manpower, equipment utilized, workload, available examination of facilities, and personnel required for various examinations which requires controls and records and coordination with other professional services.
• Responsible for establishing, preparing and maintaining accreditation by the American College of Radiology (ACR). This will consist of all aspects of requirements documents established by the ACR. Assists with updating and revising all ACR department policies and procedural manuals in accordance with ACR guidelines.
• Orients all newly hired technical and clerical staff to the Radiology Service Staff, Policies/Procedures and all responsible equipment, as wells as ensure all technical skills are evaluated when initially assigned to a specific section.
• Keeps abreast of all "The Joint Commission" guidelines, expectations and policies.
• Assists in preparing the department for the Systematic External Review Program Inspections such as CAP, OIG, etc. Keeps abreast in all Occupational Safety, Health Administration (OSHA) regulations and changes, and recommends and implements such changes within the Radiology Service Policy and Procedures.
• Assists with overseeing the administrative performance of the Radiology Service Decision Support Service (DSS) and the Performance Improvement monthly report, as well as assist the Chief Technologist and Imaging Administrator (Program Specialist) in the preparation of the annual budget.
