General Description
Responsible for effective management of engineering and/or construction elements of VRE capital projects. Assists in the development and review of design and engineering documents pertaining to railroad, railroad facilities and station construction and maintenance projects. Functions as a lead project manager for multiple projects simultaneously during the design and construction phases. Provides engineering and/or construction management inputs to projects during the planning and environmental compliance phases.
Essential Job Duties and Responsibilities
- Provides management and supervision of the engineering and/or construction elements of VRE capital projects, coordinating project management responsibilities, reviewing project progress, identifying deficiencies and opportunities, and recommending solutions
- Functions as project manager leading the management, scheduling, coordination, monitoring, and execution of various capital projects constructing new and/or improvements to railroad tracks, signals, bridges, tunnels, communications infrastructure, passenger stations, parking lots/structures, yards, and maintenance facilities
- Monitors and reports activities performed by VRE staff, railroad force account employees, consultants, and contractors to include planning studies, environmental assessments, design, engineering, and construction
- Develops project scopes of services and engages in activities related to the procurement of contractors and consultants
- Coordinates project design and construction activities directly with host railroads and local jurisdictions
- Establishes procedures for and maintains documentation of project management plans, project controls, finances, progress reporting for assigned projects typically ranging in value from $100,000 to $50 million
- Ensures adherence to budget, scope, and schedule on multiple projects simultaneously
- Maintains awareness of and ensures project compliance with possible restrictions on project funding sources
- Establishes and maintains quality control and assurance on assigned projects
- Reviews and approves design drawings and specifications for construction projects and studies
- Lead and manage engineering analyses, feasibility studies, condition assessments, and simple environmental reviews
- Maintains a healthy and safe working environment and monitors strict adherence to the safety rules promulgated by VRE and its host railroads

Required Knowledge, Skills, & Abilities
- Knowledge of Host Railroad, FRA, AREMA, FTA and DOT standards and applicable building codes
- Awareness of current rail technologies and construction practices
- Proficiency using technology and systems, and tools to include Microsoft Office, Outlook, and project management/project controls software
- Strong analytical, problem-solving, and decision-making skills
- Excellent written and oral communication skills, including ability to present information orally and in writing through project correspondence and technical reports to a wide range of audiences
- Ability to lead and manage consultants, contractors, and self-perform design and/or construction management of track and rail-related projects
- Ability to perform effectively in industrial and heavy construction environments
- Ability to conduct review and interpret project drawings, specifications, cost estimates and schedules
- Ability to develop and manage project procurements, cost estimates, budgets, schedules, quality controls/assurances, progress reporting, and invoicing
- Ability to perform or manage independent engineering analyses, design work, environmental reviews, and technical report writing
- Ability to work both independently and as part of multi-disciplinary departmental teams, and to respond to a variety of conditions without direct supervision
Minimum and Preferred Qualifications & Experience
Minimum
- Bachelor’s degree from an accredited college or university in Civil Engineering or related discipline
- Demonstrated success performing job duties and responsibilities directly related to those of position to include design and/or construction experience on infrastructure projects, with supervisory or project lead responsibilities
- Public sector/transportation/rail experience
- Excellent written and oral communication skills, including ability to present information orally and in writing to a wide range of audiences
- Experience effectively using technology, systems, and tools to include Microsoft Office, Outlook, project management/controls software, and enterprise resource program (ERP) software for management of project information and reporting
- Possession of a current Professional Engineer (PE) license from the Commonwealth of Virginia or eligibility for obtaining license within one year of position placement; or registration as PE in another state with the capability of acquiring Virginia registration within six months of position placement
Preferred
- Master’s degree from an accredited college or university in Civil Engineering or related discipline
Additional Requirements
- Must possess a valid driver’s license, current auto insurance, and always maintain a safe driving record during employment with VRE
- Must be flexible and available to work outside of normal business hours in a dynamic Commuter Rail operating environment
Working Conditions/Environment
- This work requires the occasional exertion of up to 20 pounds of force; work frequently sitting, speaking, or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, climbing, or balancing, stooping, kneeling, crouching, or crawling, reaching with hands and arms, and pushing or pulling
- Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly

- Work is generally in a moderately noisy location (e.g., business office, light traffic)
