OVERALL OBJECTIVE OF JOB:

To assist in the overall management and leadership the Finance and Human Resources Administrative group and carry out oversight responsibilities in the following functional areas: Finance, asset tracking, banking, cash management, benefits administration, Information Technology, employee relations, various policy implementations, wellness initiatives, risk management/safety matters, legal claims, employee training, new hire onboarding, recruitment/employment, payroll assistance, and employment law compliance; performs related duties as required.

COMPENSATION:

The compensation for this job will be based on level of experience. This is a full-time salaried position with benefits.

ESSENTIAL FUNCTIONS OF JOB:

1. Maintains confidentiality at all times regarding all matters of Finance, Human Resources and County Solicitor and Commissioner-related issues.

2.Oversees the accuracy of personnel files, medical files, and other necessary documentations for employee hires, terminations, and disciplinary actions.

3.Ensures that all employment rules and regulations are followed based on state and federal laws, and County policies and procedures.

4. Plans programs and monitors the operations of employee benefits programs, including health, life, accident, unemployment insurance, employee assistance programs, and flexible spending plans.

5. Ensures Human Resources’ staff enroll employees in the insurance benefit programs, directs open enrollment periods and makes updates when appropriate to benefit plans.

6. Plans modification of existing benefits programs, utilizing knowledge of laws concerning employee insurance coverage and agreements with labor unions, to ensure legal compliance.

7. Communicates with employees and labor union representatives of changes in benefit programs.

8.Assists in managing benefit open enrollment periods; conduct employee meetings and benefit seminars.

9.Assists and supports staff with investigations of complaints filed by county employees in accordance with EEOC guidelines and/or County manual policies and procedures. May directly investigate employee issues in conjunction with other staff and Commissioners.

10.Directs and supports staff in conducting and scheduling appropriate training for County employees (i.e. sexual harassment training, training on policies and procedures including FMLA procedures, anti-discrimination policy, etc.)

11.Performs various labor relations activities to include assisting management in interpreting provisions of employee labor contracts; attending grievance meetings; assists in representing the County in contract negotiations and arbitrations; recommends to County Commissioners the settlement of contract negotiations, grievances, and hearings.

12.Primarily responsible for the preparation of the entire County annual budget as well as the individual Finance & Human Resources budget.

13.Coordinates and develops plans, and facilitates wellness, health, and fitness activities and programs for employees.

14.Plans programs, and assists supervising the operations of employee Health and Safety programs and procedures.

15.Oversees workers’ compensation program and policies and ensures staff receive proper medical documentation and communicates with employee regarding information needed to process claim.

16. Provides management and oversight of the County’s property and liability insurance programs; directs compiling of data from various county offices for filing of insurance policy renewals.

17. Educates management and staff on work related risk management, health, and safety issues to promote safe/accident-free environment.

18. Assist the Retirement/Pension Board with administering the County employees’ Pension and Retirement Plan and communication with investment brokers.

19. Attends County Commissioner work sessions, public meetings, Salary Board, Prison Board and Retirement Board meetings when required.

20. Participates as a Section Chief of the County Emergency Operations Center with oversight responsibilities for Finance, Human Resources and other administrative areas during emergency situations.

21. Overall responsibility for maintaining County courthouse emergency evacuation employee lists and works in collaboration with Sheriff’s office during process.

22. Responsible for the management and oversight of both the Finance and Human Resources Departments and the processes in the absence of other staff.

23.All other duties and special projects as assigned by the Warren County Commissioners on as needed basis.

OTHER DUTIES OF JOB:

1. Attends meetings, seminars and training as required.

2.Maintain accurate record keeping and retention of documents in compliance with legal requirements.

3. Performs other job-related duties as required.

SUPERVISION RECEIVED:

Reports directly to the Warren County Commissioners and serves to carry out their policies and initiatives related to the County Government.

SUPERVISION GIVEN:

Performs supervisory responsibilities over Financial and Human Resources staff.

WORKING CONDITIONS:

1. Works indoors in adequate office space with fluctuating temperatures, and ventilation and adequate lighting.

2. Work indoors with frequent exposure to noise, disruptions and stress.

3. Normal indoor exposure to dust/dirt.

4. Travel occasionally to attend meetings, or perform other essential job duties.

QUALIFICATIONS:

A.

Master of Business Administration (MBA), Master of Public Administration (MPA) Degree and/or Certified Public Accountant (CPA) is preferred.

B.

Must have 5-10 years working experience in the field of Finance & Human Resources, or any acceptable combination of training and experience in lieu of a Master’s degree. Strong working knowledge of Excel and Microsoft Office software suite; Experience with finance, human resource/payroll software preferred; Must possess a valid NY or PA driver’s license.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

1.Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.

2.Must possess exceptional writing and oral communication skills and unless previously published, an ad hoc writing test will be administered.

3.Must possess knowledge of principles and practices of management, including program planning, implementation, administration and evaluation, current trends and issues related to employer-sponsored benefits programs, contracting processes, and administration.

4.Must possess knowledge of general accounting and recordkeeping methods for claims administration, data processing applications for management information systems, employer group insurance and indemnity plans, and available coverage.

5. Must possess the ability to manage Health insurance plan administration, including rate and contract negotiations with insurance carriers and consultants, and coordination with provider organizations and third-party administrators is desirable.

6.Must possess ability to maintain strict confidentiality.

7.Must possess ability to interpret and apply State and Federal laws and regulations relating to financial accounting, employee benefits administration, health plan administration, and health maintenance organizations;

8.Must possess knowledge of budget preparation procedures, general financial statement structure and budget monitoring practices.

9.Must possess ability to function independently, have flexibility and the ability to work effectively with co-workers and others.

10. Must possess initiative and problem-solving skills.

11.Must possess ability to travel throughout the County.

12.Must possess the ability to make presentations to audiences of varying size.
