General Purpose:
Performs a variety of entry level and routine clerical duties as needed to expedite the collection and processing of utility and general revenue account transactions. Performs the duties of a cashier for the municipality including receiving cash, checks, or credit cards in payment for utility bills, licenses, permits, court fines, miscellaneous accounts, and other payments; writes receipts; balances cash on hand with receipts.
Supervision Received:
Works under the general supervision of the Utility Billing Supervisor.

Essential Functions:
Services customers and performs cashiering function; operates computer to enter utility payments and receipts, ensures payments are properly coded; processes drop box and mail payments; prints daily receipt report for balancing; balances cash on hand with receipts; follows established processes and procedures based upon department policies.
Screen and direct calls and visitors as appropriate; answer questions and provide information to the public; refer citizen and client complaints and questions to appropriate department or division staff member for resolution;
Performs various regular and periodic duties related to specific utility programs, services and functions including monthly billings, irrigation billings, replacement meters, etc.
Performs related duties as required.
Minimum Qualifications:
- Education and Experience:

- Graduation from high school;
AND
- Six months of related experience performing above and related duties;OR
- An equivalent combination of education and experience.
- Knowledge, Skills, and Abilities:Some knowledge of general office maintenance and practices; utility billing and collection procedures and processes; operation of computer terminal in utilizing various software programs related to word and work processing, spreadsheet and data base management; operation of standard office equipment; basic mathematics and accounting; interpersonal communication skills and telephone etiquette; public relations.
Ability to communicate effectively, verbally and in writing; communicate effectively with irate customers; perform basic mathematical calculations; maintain strict confidentiality related to sensitive administrative information; operate personal computer (Windows, Caselle) in utilizing various programs to produce or compose formal documents, reports and records; operate standard office equipment; develop effective working relationships with supervisors, fellow employees, and the public.

- Work Environment:
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity necessary to performing essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking.
