WAVERLY SHELL ROCK COMMUNITY SCHOOL DISTRICT
TITLE: Business Manager/Board Secretary/ Board Treasurer
REPORTS TO: Superintendent
SUPERVISES: Support Staff assigned to Central Office
TERMS OF EMPLOYMENT: Twelve months a year.
JOB GOAL: Manage and direct the financial operations of the District, including accounting, finance, budgeting, risk management, insurance and benefits, fiscal reporting and financial audit. Supervise the District’s operational support departments of: Financial Services, and budget proposals, participate in employee contract negotiations.
PERFORMANCE RESPONSIBILITIES:
Design, establish, and maintain fund accounting systems for all funds and schools with adequate internal controls to properly record financial transactions in accordance with Generally Accepted Accounting Principles (GAAP).
Oversee business services, including budget development, line item budget construction, general ledger, accounts payables and receivables, payroll, travel, grants management, construction accounting, workers compensation and unemployment costs, risk management and, fixed assets. Institute and annually review insurance programs, coverage records, and insurance provisions related to school business operations.
Supervise staff in District business functions, including assigning and directing work, hiring, disciplining, and evaluating performance.
Act as Treasurer to the Board of Education as defined by Iowa law. Perform duties including the development of financial reports as required by the Board Secretary.
Recommend, monitor district’s software and technology related to the business office area with integrating programs for optimal efficiency.
Direct staff to meet district, state, and federal reporting requirements and deadlines.
Lead efforts toward effective information sharing of student and financial data between the school sites, human resources, and financial office departments.
Create and evaluate bid procedures and contract management.
Cooperatively work with the Director of Food Service to ensure that the District’s nutritional program operates within the financial resources available, implementing cost efficiencies and maximizing revenue and meal reimbursements.
Coordinate with the superintendent, Director of Buildings and Grounds, Board, and other district personnel in developing and monitoring short and long range facility plans, including the responsibility of site/land acquisition and collecting, analyzing, and evaluating requested data.
Create and supervise bid procedures, contact management, architectural, and engineering services making necessary improvements as needed.
Direct and establish the design, and maintenance of fund accounting systems for all funds and schools with adequate internal controls to properly record financial transactions in accordance with Generally Accepted Accounting Principles.
Serve as a member of the Superintendent’s Cabinet, recommending, developing, and evaluating policies and procedures for operations within the district.
Develop requested financial spreadsheets and projections for the administration negotiations team in labor contract negotiations.
Prepare, analyze, and interpret financial data and file external reports as required by governmental regulatory bodies, board of education, superintendent, and the public agencies.
Supervise the annual audit and maintain appropriate relationships with external auditors.
Establish and maintain a plan of operations that will help the district achieve its budgeting, reporting, and facility planning short and long-term goals.
Develop short and long term plans to provide funding for short and long term facility improvements and construction.
Project funding based on student count, state funding formulas, per pupil operating revenue, and other district revenue sources.
Proactively educate the Board and Superintendent on economic trends, legislative issues, and government regulations that could impact the district’s financial policies, procedures, and operations by networking, attending meetings and conferences, and reading publications.
Perform such other duties as may from time to time be assigned by the Superintendent and/or Board of Education.
QUALIFICATIONS: Supervisory experience, preferred
Experience in a K-12 system, preferred
A.A or B.A. Degree in Accounting or related field, required
CPA or previous accounting experience, preferred
Must possess or be willing to obtain a School Business Official certification from the Board of Educational Examiners within two years of employment
Valid Iowa driver’s license, required.
PHYSICAL REQUIREMENTS: The primary work is desk-based. Some tasks may require standing, walking, and light lifting.
