WAYNE COUNTY JOB DESCRIPTION for
WAYNE COUNTY HEALTH DEPARTMENT

GENERAL WORK FUNCTIONS
The Health Education Specialist position falls under the Health Education Department for the Wayne
County Health Department. This position includes planning, program development, evaluation, and
coordination of health education and outreach interventions for programs within the agency as well as
specific programs in the community to meet specific needs and interests within the jurisdiction of the
health department guidelines. This position educates and advocates for behavior, environmental, and
policy change to positively impact individual and population outcomes based on the Healthy North
Carolina 2030 objectives. This position promotes and actively educates toward the reduction of health
disparities, decreasing chronic disease, and encouraging healthier lifestyles. This position includes data
management responsibilities which includes but not limited to data collection, analyzing and
interpretations of health data using a variety of statistical tools. The Health Education Specialist will
work effectively as a member of the department; maintains the highest standards of professionalism;
cooperates with co-workers to improve the quality of work and works diligently. This position is directly
supervised by the Health Education Supervisor. Generally, this position works 8:00 am to 5:00 pm
Monday-Friday; however, the work schedule must be flexible in order to perform the job or in the event
of an emergency, must be available for call in during and throughout a declared emergency, Public Health
event, and/or preparedness exercise as designated by the Health Director or County Manager.

SPECIFIC DUTIES AND RESPONSIBILITIES
Provides the following procedural tasks to include, but not limited to, assessing health education

needs throughout the agency, directing and evaluating programs developed and established by the
department, researching health issues within the community and at large, etc.

Develop and manage health education programs that help individuals, families, and community.
o Programs include- Healthy Communities, Reducing Infant Mortality in Communities,

Minority Diabetes Prevention Program, Integrated Targeted Testing Services

Advocate for improved health resources, policies, procedures, and services that promote health.
Collect and analyze data to learn about a particular community to improve programs and services.
Consults with and makes presentations to community and regional groups regarding health

department programs and relevant public health issues supported by the agency.

Prepares and monitors program budget based on programmatic needs.
Completes annual training that is mandated by the agency and the county, and completes any

trainings as needed that are specific to role.

Conducts and coordinates community outreach to include, but not limited to, health fairs,
presentations to community groups.

KNOWLEDGE, SKILLS AND ABILITIES
Ability to take ownership and initiative, and work as a part of a team.
Thorough knowledge of North Carolina Public Health laws, processes, and procedures.
Thorough knowledge and usage of public speaking.
Ability to establish and maintain working relationships between clinical and agency staff.

ADDITIONAL JOB FUNCTIONS
Performs other duties as assigned throughout the Wayne County Health Department.


Health Education Specialist Grade: 65

MINIMUM TRAINING AND EXPERIENCE
Minimum:

Bachelor’s Degree in Public Health Education or in Public Health with a major in Public Health
Education and one year of experience in public health education; or two years of experience in
public health education; or an equivalent combination of education and experience.

Equivalent & Additional Training/Experience: N/A

Required Licensure or Certification:

A valid NC Driver’s License.

MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of office machines, tools and equipment, such
as a computer, printer, copy machine, fax machine, charge card machine, calculator, or telephone. Tasks require the
ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing
and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at
a keyboard or workstation.
Language Ability: Requires the ability to read a variety of informational and technical documentation, directions,
instructions, and methods and procedures. Requires the ability to write reports with proper format, punctuation,
spelling, and grammar, using all parts of speech. Requires the ability to speak with and before others with poise,
voice control, and confidence using correct English and well-modulated voice.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and
information.
Physical Communication: Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by
means of spoken words; hearing - perceiving nature of sounds by ear).
