What are the responsibilities and job description for the Actuary position at WCIRB?
The Actuary works closely to assist the Vice President, Actuary in the actuarial functions of the WCIRB with particular emphasis on core ratemaking and data collection processes, Committee processes, and external communications.
The Actuary reports to the Vice President, Actuary.
Essential Duties and Responsibilities
- Analyzes and evaluates statistical data pertaining to rates, including identifying trends or cost drivers, in the preparation of proposals for revision of rates and rating plans.
- Prepares and presents actuarial analyses for internal and external stakeholders, such as other WCIRB research teams and departments, WCIRB committees and working groups, the California Department of Insurance, WCIRB member insurers, and other organizations.
- Prepares agendas and minutes for meetings at which analyses are presented.
- Prepares external actuarial reports and writes components of rate filings.
- Formulates and leads studies pertaining to the ratemaking process.
- Reviews bills introduced to the State Legislature to determine their affect upon workers’ compensation insurance and the WCIRB.
- Leads aspects of WCIRB external committee and working group discussions.
- Develops databases and conducts analyses in support of special studies and projects
- Coordinates and leads team projects within Actuarial Services, cross-functional research projects with other WCIRB research teams, as well as projects with other WCIRB departments.
- Peer reviews actuarial analyses conducted by the Vice President, Actuary and other actuarial services staff.
- Supervises actuarial analysts and assistants in various aspects of analyses; sets project task schedules and timelines; oversees progress of projects and guides projects to completion in an accurate and timely manner.
- Maintains contacts with relevant outside organizations.
- Prepares statistical reports as requested by management.
Qualifications

Education and Experience
- Bachelor’s degree or above in a technical field such as mathematics, actuarial science, applied statistics, or economics.
- Experience as an Actuary in a casualty insurance company, rating organization, consulting firm, or a state insurance department, with workers’ compensation experience strongly preferred.
- Associate or Fellow of the Casualty Actuarial Society (CAS)
Communication Skills
- Effective and demonstrated ability to write actuarial reports for both technical and non-technical audiences.
- Ability to present actuarial findings and communicate an appropriate understanding of actuarial processes to both technical and non-technical audiences which include WCIRB management, committees, working groups, and other stakeholders.
- Excellent listening and interpersonal skills.
Mathematical and Technical Skills
- A high level of ability in the utilization of mathematical techniques for the analysis of statistical information.
- The ability to develop a complete theoretical framework with precisely defined relationships, as necessary in rate projections or special studies.
- Proficiency in Microsoft Excel, SQL, and a statistical programming language such as R or Python.

- Ability to render sound and objective administrative and technical decisions and support them.
- Ability to project positive self-image and credibility to staff, peers, management, and external contacts.
- Excellent project leadership and time management skills.
- Very strong peer review skills.
