Position Summary

The Purchasing Manager plays a pivotal role at the FQHC, overseeing the procurement of essential goods and services to bolster our healthcare services. This individual will cultivate vendor relationships, negotiate contracts, ensure cost-effectiveness, and maintain a streamlined procurement system while upholding FQHC's mission to deliver accessible, top-tier healthcare to the community.

 

Required Qualifications

  • Bachelor's degree in accounting, finance, or related field OR 3-5 years of related purchasing experience in accounting or finance preferred.
  • Prior experience as a Purchasing Manager or in a similar procurement role, preferably within the healthcare sector or a large-scale organization.
  • Proficiency in procurement best practices, vendor management, and contract negotiation.
  • Familiarity with regulations and compliance standards in procurement.
  • Strong analytical, problem-solving, and communication skills.
  • Experience with procurement software and related tools.
  • Team-oriented mindset.
  • Knowledge of FQHC accounting principles is a plus.
  • Familiarity with non-profit accounting standards and regulations is advantageous.
  • Adherence to infection control procedures, including but not limited to, standard precautions of temperature monitoring, hand washing, symptom self-monitoring, masking and social distancing.
  • Assist and support the Center/Department/Program to meet standards of High Reliability.

 

Essential Responsibilities

  • Oversee daily purchasing tasks for the organization.
  • Administer purchase orders and upkeep the electronic requisition (EREQ) system.
  • Provide EREQ training to relevant staff.
  • Collaborate with the Accounts Payable team on purchasing and invoicing operations.
  • Design and execute a procurement strategy aligned with FQHC's objectives.
  • Scout and evaluate vendors in accordance with FQHC's quality and cost standards.
  • Collaborate with our Group Purchasing Organization (GPO) in vendor evaluations.
  • Conduct competitive bidding, form vendor contracts, and maintain signed agreements.
  • Build robust vendor relationships, monitor performance, and ensure contract compliance.
  • Collaborate on procurement budgets with the accounting team and other departments.
  • Drive cost-saving initiatives without compromising quality or safety.
  • Report on procurement metrics, pinpointing areas for cost reduction and improvement.
  • Ensure adherence to all relevant regulations in purchasing activities.
  • Develop and promote procurement policies to ensure a transparent and fair process.
  • Engage with various internal teams; ensure timely procurement solutions and prevent stock shortages.
  • Stay updated on procurement industry trends to introduce innovative strategies.
  • Lead the Purchasing team, and ensure their growth and efficiency.
  • Perform other duties as delegated by the Controller.

Physical Demands and Work Environment

The work environment is characteristic of a medical clinic environment.  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit; use hands to handle, or reach. The employee is also required to stand; walk; and reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus. The employee must also possess hearing and speech to communicate in person and over the phone.  The noise level in the work environment is usually quiet.

 

The employee may be in contact with individuals and families in crisis who may be ill, using substances and/or not attentive to personal health and safety for themselves or their homes. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and the lack of personal care.  The employee may also be exposed to bodily fluids (blood, urine) and hazardous chemicals.
