What are the responsibilities and job description for the HSE Specialist position at Westlake Corporation?
SUMMARY
The position is primarily for supporting and assisting the Longview HSE programs, and occasionally substituting for the Safety Supervisor.
DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:
- Under close supervision, design, implement, analyze and communicate HSE programs.
- Under close supervision design, develop, and deliver employee training and educational HSE programs.
- Provide support to personnel with regard to regulations, standards, interpretations, policies and procedures.
- Provide advice and consultation in HSE matters to site departments on request.
- Organize, prepare, and present technical reports to support recommendations.
- Review, update and develop procedures to implement effective HSE programs.
- Advise production departments on interpretation and implementation of HSE issues.
- Coordinate the system of incident reporting and analyses. Participate in team incident reviews of HSE incidents on request.
- Develop and manage the system of HSE audits.
- Participate on request in Pre-startup safety reviews, project / MOC scopes approvals and other Westlake processes requiring HSE review and input.
- Perform IH surveys, including data interpretation, analysis, reporting, and recommendations.
- Perform duties in a manner that protects human health and the environment. Whenever appropriate, promptly report HSE incidents or issues to management so the situation can be corrected.
- Perform additional duties as assigned.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- B.S. degree in engineering or safety related discipline or six years of related safety experience in a chemical manufacturer environment.
- Two years of plant experience involving HSE related duties.
PHYSICAL DEMANDS
This job is performed in both a control room or office setting and outdoors in a plant setting. Physical presence and predictable attendance required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, climb, or crouch. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 15 pounds, and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. This job requires response to audible emergency alarms inside of the plant. Employee must be able to evacuate when required.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate as normally based in an office. Some of the work will be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. Will also result in exposure to outside elements and will require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
Successful candidates must satisfy background screening, including motor vehicle record screening, drug testing & pre-employment physical requirements before starting work.
