WHEDA employees have the option to select a hybrid telework/flex schedule. Human Resources is a service delivery department with the expectation for the team to provide coverage on site Monday-Friday, 8am-5pm.
WHEDA employees are required to report their COVID vaccination status, whether vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first four weeks of employment.
WHEDA is seeking qualified candidates for the position of Human Resource Manager in our Madison office. This position develops and implements policies and procedures related to creating and maintaining a positive employee experience. This position supervises the Human Resources Analyst/ Generalist in the areas of talent acquisition, recruitment strategies, benefits, and operational practices.
SALARY: Hiring Range for this position is from $74,314 to $92,727 Annually. Offered Salary will be based on qualifications. WHEDA provides a competitive salary and WHEDA employees participate in the State of Wisconsin benefit package which includes retirement, health insurance and deferred compensation programs.
ESSENTIAL DUTIES:

  • Supervises staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, and maintaining a healthy and safe working environment. Makes hiring, termination, and disciplinary recommendations
  • Manages the activities of an assigned department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards.
  • Responds to requests for information and provides subject-matter-expert guidance to other departments, customers, the general public, and/or outside agencies. 15% * Initiates collaboration with internal departments and other organizations to promote organizational effectiveness, awareness, and public relations.
  • Provides administrative assistance to Department Director; develops complex reports and correspondence.
  • Serves on a variety of internal and external committees, task forces, and other Authority committees to secure advocacy and influence support for programs and ideals.
  • Evaluates and communicates the impact of potential legal or regulatory changes to the organization.
  • Participates in the development and administration of the department budget.
  • Participates in the creation and/or maintenance of the organizational and departmental Strategic Plans
  • Performs or assists with other duties as assigned

EDUCATION, TRAINING AND EXPERIENCE

  • Bachelor’s Degree in Human Resources, Business Administration or a closely related field AND 5 years of progressively responsible experience in human resource management, including 2 years of supervisory experience; OR an equivalent combination of education and experience
  • SHRM-CP or SHRM-SCP highly desired.
  • Valid Wisconsin Driver’s License

KNOWLEDGE AND SKILLS

  • Managerial principles; supervising and evaluating employees
  • Federal, State, and local laws, rules, and regulations; employment related laws and regulations
  • Knowledge of FMLA/ ADA principles
  • Policy and procedure development practices
  • Strategic planning principles
  • Program development and implementation principles
  • Prioritizing and assigning work
  • Operating a computer and related software applications; HRIS and Talent Management systems, specifically ADP
  • Intermediary knowledge of Microsoft Suite applications (Excel, Work, PPT)
  • Developing, evaluating, recommending, and implementing processes and procedures
  • Excellent verbal and written communication sufficient to exchange or convey information and to receive work direction
  • Ability to act with integrity, professionalism
  • Reading, comprehending, and reviewing financial information; Analyzing and solving complex problems
  • Excellent interpersonal, negotiation and conflict resolution skills
  • Knowledge of standard Talent Acquisition functions
  • Managing and executing multiple tasks
  • Analyzing processes and making recommendations for improvement
  • Developing, implementing, and applying policies and procedures
  • Maintains confidentiality related to internal/ external customers and any other information obtained in this role
