WHEDA employees have the option to select a hybrid telework/flex schedule. Human Resources is a service delivery department with the expectation for the team to provide coverage on site Monday-Friday, 8am-5pm.

WHEDA is seeking qualified candidates for the position of Human Resource Manager in our Madison office. This position develops and implements policies and procedures related to creating and maintaining a positive employee experience. This position supervises the Human Resources Analyst/ Generalist in the areas of talent acquisition, recruitment strategies, benefits, and operational practices.
SALARY: Hiring Range for this position is from $74,314 to $92,727 Annually. Offered Salary will be based on qualifications. WHEDA provides a competitive salary and WHEDA employees participate in the State of Wisconsin benefit package which includes retirement, health insurance and deferred compensation programs.
ESSENTIAL DUTIES:
- Supervises staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, and maintaining a healthy and safe working environment. Makes hiring, termination, and disciplinary recommendations
- Manages the activities of an assigned department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards.
- Responds to requests for information and provides subject-matter-expert guidance to other departments, customers, the general public, and/or outside agencies. 15% * Initiates collaboration with internal departments and other organizations to promote organizational effectiveness, awareness, and public relations.
- Provides administrative assistance to Department Director; develops complex reports and correspondence.
- Serves on a variety of internal and external committees, task forces, and other Authority committees to secure advocacy and influence support for programs and ideals.
- Evaluates and communicates the impact of potential legal or regulatory changes to the organization.
- Participates in the development and administration of the department budget.
- Participates in the creation and/or maintenance of the organizational and departmental Strategic Plans
- Performs or assists with other duties as assigned
EDUCATION, TRAINING AND EXPERIENCE
- Bachelor’s Degree in Human Resources, Business Administration or a closely related field AND 5 years of progressively responsible experience in human resource management, including 2 years of supervisory experience; OR an equivalent combination of education and experience
- SHRM-CP or SHRM-SCP highly desired.
- Valid Wisconsin Driver’s License
