FUNCTIONAL PURPOSE The Volunteer Services Program Manager performs a variety of duties related to recruiting, training, and managing volunteers for WS/FCS. This position is responsible for community outreach to find volunteers in support of school and district programs.
DUTIES AND RESPONSIBILITIES:
- Serves as a clearinghouse for volunteer activities for WS/FCS and provides a single point of entry and easy access into the district for private, public, non-profit, business, and faith-based organizations.
- Works with social, civic and local organizations to develop partnerships, where appropriate, to develop and/or utilize volunteers.
- Supports the implementation of the district Volunteer Screening Policy and Regulations, including background checks, and collaborates with WS/FCS Attorney's Office for appropriate review of volunteer applications as necessary.
- Remains informed of current state and federal laws that apply to volunteer services.
- Evaluates the need for volunteer services within the district and communicates with all departments of the organization to identify available opportunities and needs for volunteers.
- Gathers information about volunteer skills, availability, and goals to match volunteers with appropriate opportunities based on this data.
- Creates and maintains volunteer program materials (including but not limited to policies and procedures, online applications, volunteer agreements, and orientation handbooks).
- Assists in the development of a volunteer administrator's handbook containing policies and procedures and reviews the material periodically to recommend revisions in a timely manner - including volunteer task description directory.
- Performs database management and tracking of volunteer statistics. Maintains data on volunteer activities throughout the district.
- Recommends goals and objectives for volunteer services and monitors progress toward goal achievement.
- Recommends and develops ongoing volunteer utilization.
- Oversees the recruitment, retention, and recognition of volunteers for the district.
- Provides communication support between schools and WS/FCS security regarding volunteer clearances and volunteer check-in/check-out procedures.
- Assists in developing tools for the assessment and evaluation of volunteer programs.
- Recommends and administers policies and procedures related to volunteer services.
- Develops volunteer orientation, training, and curriculum to ensure high quality outcomes that align with the WS/FCS Strategic Plan.
- Provides on-going training and support to school-based volunteer coordinators for volunteer management and how to work effectively and cooperatively with volunteers.
- Assists with securing volunteers, as needed, for district special events.
- Serves as a consultant to schools and departments in areas related to volunteers.
- Assist with community events involving volunteers
- Performs additional related duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS:
- Minimum: Bachelor's Degree in public administration, human resources, business administration, communications or related field and three years of professional experience working with community development, volunteerism and/or school-based community building initiatives; OR
- Desirable: Five to seven years increasingly responsible professional experience working with community development program management and/or volunteerism initiatives within WS/FCS and/or local organizations in the Forsyth County/Piedmont Triad region.
