What are the responsibilities and job description for the Compliance Specialist position at WSSC Water?
The Compliance Specialist advocates, tracks, monitors and reports the utilization of Small, Local and Minority Business Enterprise (SLBE/MBE) firms within WSSC Water’s MBE/SLBE programs. Tracks, monitors and reports WSSC Water’s prime contractors’ performance relative to meeting SLBE/MBE program goals and requirements. Identifies data trends. Provides recommendations for increased compliance efforts and process improvements for the maximum utilization of MBE and SLBE firms.
Essential Functions
- Manages all post-award contract activities affecting MBE and SLBE contract participation and utilization
- Serves as point of contact to the procurement office
Researches and resolves vendor complaints regarding compliance, including contract disputes, nonpayment and utilization
Provides statistical forecasting and metrics on all aspects of the MBE and SLBE Programs
Tracks and monitors contract participation and/or compliance with contract requirements, commitments, and in field activity
Analyzes individual contracts and projects to develop specific goals
Analyzes and compiles data and statistics on program operation
Manages technology to streamline compliance and program effectiveness
Manages the approval process for the MBE and SLBE subcontracting plans for contractors, vendors, and suppliers to ensure compliance with the MBE and SLBE Programs
Evaluates vendor, supplier, and/or contractor MBE and SLBE subcontracting plans and analyzes plans for good faith efforts toward compliance with MBE and SLBE Programs and monitors progress toward achieving goals
Conducts compliance trainings with internal and external stakeholders and develops applicable training materials
Collects, maintains, monitors and reports MBE and SLBE contract data in accordance with appropriate MBE and SLBE Programs policies and contract requirements
Drives a vehicle to conduct WSSC Water business
Other Functions
- Attends in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills
- Participates in pre-bid meetings and pre-construction conferences and in MBE and SLBE activities related to expansion goals for the MBE and SLBE Programs
Performs outreach activities for targeted stakeholders, contractors, vendors, and suppliers doing business with the Commission
Participates in the planning and coordination of workshops to disseminate program information
Performs other related duties as assigned

Ability to provide technical assistance to vendors, suppliers, contractors, targeted businesses, and other key stakeholders
Ability to deal effectively with vendors, suppliers, and contractors in person and over the telephone. Ability to communicate effectively, both verbally and in writing, including making public presentations before groups
Ability to perform mathematical calculations and analysis, including percentages and business document analysis
Ability to plan and carry out investigative reviews, analyze findings and provide reports and recommendations
Ability to maintain or oversee the maintenance of records and databases and prepare narrative and written reports and recommendations
Ability to establish and implement effective monitoring systems and procedures
Ability to develop and maintain effective working relationships with business contractors, vendors, suppliers, targeted businesses, Commission staff, and the public
Minimum Education, Experience Requirements
- Bachelor’s degree in business administration, accounting, public administration, economics, supply management, industrial management or related field
- 3 years of experience, or combination of experience, in statistical analysis and forecasting for like and/or similar program or project OR contract compliance, contracting, government procurement, or other areas involving applying policies and procedures for the purpose of determining eligibility or compliance with like and/or similar programs/projects
Intermediate level experience using Microsoft Office applications
OR
- High School diploma or equivalent
7 years of experience, or combination of experience, in statistical analysis and forecasting for like and/or similar program or project OR contract compliance, contracting, government procurement, or other areas involving applying policies and procedures for the purpose of determining eligibility or compliance with like and/or similar programs/projects
Intermediate level experience using Microsoft Office applications
