What are the responsibilities and job description for the Manager, Project Controls - Generation position at Xcel Energy?
This position is responsible for the management of the Project Control team of full time and contract employees and is responsible for developing, implementing and managing fleet-wide estimating, scheduling and cost tracking standards and processes for regional and large plant projects within Energy Supply. Accountable for establishing appropriate level of project controls to ensure Energy Supply capital projects are completed on time and at budget. Provides direction for scheduling and estimating the scope of work for individual projects and manages the performance of contract personnel. This position also reviews project and financial trends and ensures uniform tracking, analysis and reporting. Additional accountabilities include establishing appropriate project controls, arranging audit oversight and developing tools to support the uniform management associated with over 200 capital projects annually (@ $200 million annually and up to $1 billion for an overall project).
Essential Responsibilities
1) Responsible for developing, implementing and managing uniform standards and processes for estimating projects across all plants in the Energy Supply fleet. Provides direction for developing baseline project estimates and reviewing final project estimates. Maintains a cost database that includes prices of labor, materials and services and is accountable for reporting on commodity indices impacting project cost. Ensures personnel performing estimating tasks work in accordance with accepted Energy Supply standards and processes and is responsible for comparison and identification of estimating variances and modifications to tools & resources to improve accuracy.
2) Responsible for developing, implementing and managing uniform standards, processes and tools for project scheduling across all capital projects in the Energy Supply fleet to ensure ongoing Energy Supply capital projects are completed on time. Provides oversight and/or direction for development of preliminary project schedules and review of baseline project schedules. Establishes project parameters when project due date is the driver for project scheduling and estimating. Ensures personnel performing scheduling tasks work in accordance with accepted Energy Supply standards and processes. Develops scheduling metrics and methods of calculation and reporting and responsible for ensuring that all project leads and project control staff understand these metrics
3) Responsible for developing, implementing and managing uniform project cost tracking and reporting standards and processes across all projects within the Energy Supply fleet to ensure ongoing Energy Supply projects are completed at budget. Establishes processes to track internal (within Energy Supply & other Xcel Energy business units), and external (suppliers, service providers, etc.) costs. Establishes standards and ensures reports by project/plant/region/fleet) to include: financial performance (budget, forecast, actuals, variance, trend and corrective actions), project status reports (schedule, schedule deviations, corrective actions and significant milestones, or issues) and various management reports.
4) Responsible for developing, implementing and managing application tools to support the uniform project controls tracking for estimating, scheduling and cost reporting within Energy Supply. Tools shall provide Energy Supply’s regional and large projects uniform and consistent data to allow project control and tracking.
5) Establishes and administers project control criteria and requests audit oversight of projects, as appropriate. Administration of project control criteria shall follow all regulations including but not limited to Sarbanes Oxley. Responsible for the capital allocating account administration for E&C. Serves as the single point of contact, within Energy Supply, for those organizations providing project control/QA&QC/audit services for capital projects. Responsible for the analysis and reporting of the E&C annual O&M budgets.
6) Responsible for working with the Regional Directors, Project Directors Project Leads and Engineering & Construction staff to insure that project control standards are communicated and followed. Responsible for ensuring and the development of project controls tools, policies and procedures incorporate all areas of concern and done as a collaborative effort.
Minimum Requirements
- Bachelor of Science degree in engineering, construction management (or equivalent field)
- 10 years experience in plant operations and maintenance, design engineering or the construction industry with a minimum of 3 years in project estimating and scheduling
- 5 years management/supervisory experience relative to generating assets strongly preferred
- Significant hands-on experience with estimating and scheduling software (MS Project, Primavera - P6 or higher), project control methodology, budgeting (SAP, Unifier, MS Excel, etc.) and invoicing processes is desired.
- Demonstrated leadership capabilities and proven performance/results.
- Job assignments and travel between regions is required.

The anticipated starting base pay for this position is: $116,000 to $164,666 per year
