Position Description
We are seeking a Program Manager who will be responsible for providing overall management and oversight of all activities and staff under different programs within the company.
Location: Bethesda, Maryland
Work Schedule: Remote
Starting Salary: $120k
Responsibilities
This will be a full-time position based in Bethesda, MD.
- Engaging with new and existing clients to maintain excellent relationships.
- Overseeing or managing projects, as needed, to ensure contract fulfillment and compliance, as assigned.
- Work closely with the Contracting Officer Representative (COR) to ensure maximum recruitment of Contractor’s employee positions, consistent hiring practices, and comprehensive orientation, with experience and a background in financial management.
- Lead teams of professionals who provide administrative and technical assistance across different programs and technical areas.
- Provide strategic oversight and tracking of budget and financial transactions across all program areas.
- Maintain up-to-date, multi-year budget planning and programmatic documentation.
- Oversee day-to-day management of the contract and coordinate the activities and deliverables under this contract.
- Actively coach and mentor staff.
- Ensure compliance with all government requirements including, but not limited reporting, official documentation, and waivers.
- Serve as the primary point of contact for the COR on all matters pertaining to the contract.
- Understand Agency systems/processes.
- Support the documentation of process flows of corporate operations.
- Staying abreast of emerging technologies; information management trends; providing IT, training, and Knowledge subject matter expertise.
- Collaborating to implement and manage corporate initiatives, IT policies, protocols, and standards such as ISO, CMMI and Knowledge Management/Content Management.
- Support business development initiatives for IT projects.
- Providing subject matter expertise to assist with development of Management and IT components of new proposals and statements of work.
- Coordinating schedules and resources for new contracts pipeline and proposal development.
- Communicating with other executives regarding costs, value and risk-potential of new proposals containing management and IT tasks.
- Helping recruit for potential and existing contract work.
- Ensuring that ZemiTek IT department strategies and processes provide appropriate support to corporate and client goals.
- Assisting with contract negotiations with IT vendors, contractors, and service providers.
Qualifications
- Master’s degree from an accredited college or university with at least twelve (12) years of experience in managing programs and contract operations often involving multiple projects and/or tasks-orders and groups of personnel at multiple locations; or a bachelors’ degree at least fourteen (14) years of experience.

- Thorough understanding of data management and administration.
- Skilled at strategic planning and goal setting.
- Excellent presentation skills.
- Experience and familiarity with ZemiTek clients.
- Strong verbal and written communication skills required.
- A minimum of five years of experience recruiting, hiring, and managing personnel.
- Extensive knowledge of government program and budget cycles.
- Ability to assure quality control and facilitate technical coordination across the technical experts working under the contract.
- Demonstrated communication and interpersonal skills and experience.
- Ability to problem-solve, and work in a complex, fast-moving environment.
- Currently holding a SECRET security clearance or ability to obtain a SECRET clearance.
