Acton Municipal Utility District (AMUD) has an ongoing commitment to provide safe, plentiful water and wastewater service at the lowest possible cost. We continually evaluate our operations to insure that services are provided in an efficient and effective manner. We have been able to hold water and sewer rates constant for the last three years, however increased costs in providing both water and wastewater services make it necessary to institute an increase in rates at this time, as are many utilities in the area. With regard to water rates, the largest impact on our cost of service is reflected in sizable increases in cost for treated surface water produced at the Surface Water and Treatment System (SWATS) Plant. Since purchasing the plant from the Brazos River Authority (BRA) in 2012 we have seen that an aggressive and overdue repairs and replacement program is needed. In addition, our partner entity in SWATS will be replacing a portion of their demand through an alternate source of water, thereby requiring AMUD to shoulder a larger portion of the plant Operations and Maintenance expenses. Overall, a water rate increase of approximately 10% spread over two (2) years is needed to cover costs. Since treated water from the SWATS Plant is primarily used to supplement our groundwater system during periods of higher demand, AMUD has created a new "tier" to allocate most of the rate increase to water used in excess of 8,000 gallons per month. As evidenced by the schedule of new rates and sample billing on the back of this notice, the increase in the average bill for water (8,000 gallons) will be $1.60, and the average increase for sewer (4,500 gallons) is $2.25. These rates will be reflected on your December billing. We at AMUD continue our pledge to you to provide safe, plentiful water at the lowest possible cost.
