The Androscoggin Chemical Emergency Planning Committee, in fulfilling its Community Right-to-Know responsibility as part of SARA Title III, has established the following policy pursuant to requests for chemical information. The Androscoggin Chemical Emergency Planning Committee, through its Secretary at the Androscoggin Unified Emergency Management Agency, will respond to all reasonable requests for chemical information. The administrative procedure to be followed will be comprised of the following: Requests for chemical information, in the form of chemical lists as described in SARA Title III, Section 311 (a)(2); Material Safety Data Sheets; chemical inventory forms; Toxic Chemical Release Form R; follow-up emergency release information; and, response plans, by citizens or organizations, will be made to the Androscoggin Unified Emergency Management Agency, 45 Oak Street, Lewiston, ME 04240-7101, between the hours 8:00 A.M. and 5:00 P.M., Monday through Friday. Administrative telephone number is (207) 784-0147. Requests will be in writing, stating the name and address of the individual or organization (making the request), information wanted and justification for making the request (see enclosed Community Right-to-Know Request for Facility/Industry Information Form). In light of recent terrorist events, homeland security measures are being enforced. When an individual or organization representative goes to the Androscoggin Unified Emergency Management Agency to request information (or to pick up information if the request for such was mailed to the EMA Office), proper photo identification and a letter of introduction from the organization being represented will be made available to the LEPC Secretary, or his authorized staff representative, upon request. If identification and/or letter of introduction is questionable by the LEPC/EMA staff fulfilling the request for information, local police or Sheriff Department will be contacted to assist with verification of identification.
