HAART offers a complete continuum of care to people living with HIV/AIDS including housing, primary care, medications, case management, and an array of supportive services. HAART has established an extensive referral system linking together a broad network of service providers in order to increase access to funded health and support services. HAART is the largest provider of HUD-funded housing assistance for persons with HIV/AIDS in the state of Louisiana and has been providing housing services in East Baton Rouge Parish and the surrounding area since 1996. Currently, HAART administers three HUD-funded Supportive Housing Program (SHP) projects that provide transitional and permanent supportive housing, as well as HOPWA (Housing of People with AIDS) funded programs providing both tenant-based and project-based rental assistance and a Permanent Supportive Housing Initiative (PSH) through Capital Area Human Services District (CAHSD). HAART is also one of the largest providers of Ryan White case management services in the Baton Rouge region, with which HOPWA funding is often paired. The administration and fiscal oversight of the agency is governed by 8-board members. The HIV/AIDS Alliance board members represents a broad cross-section of community members whose common goal is to improve the quality of life for those affected by providing needed services, as described in its Vision and Mission Statement: Our Vision Statement "HAART envisions a system that will ensure access to and awareness of high quality and culturally competent preventive and primary medical care and support services that respond effectively to the emerging needs of the community while reducing social stigmas."
