The Head Start Sponsoring Board Council serves: 1. To increase the influence and enlarge the usefulness of Head Start Delegate Agencies through coordination of effort 2. To promote and participate in the expansion of Head Start throughout the City of New York 3. To identify the problems that concern Delegate Agencies and their parent organizations and suggest possible solutions 4. To communicate with parents via community agencies and other organizations and encourage and solicit the active proposals of the Head Start Policy Council and Delegate Agency Policy Committees 5. To act as a coordinating agency and forum for Head Start Delegate Agencies and other related agencies and to investigate and report their conditions, exchange ideas and concepts 6. To represent the interests of Head Start Delegate Agencies in matters concerning their relationship with the Department of Health and Human Services and the Agency for Child Development 7. To represent the Head Start Delegate Agencies in collective bargaining and dealing with employees or labor organizations concerning terms and conditions of employment, grievances, labor disputes or other matters incidental to the employment relationship, and further to engage in any and all lawful activities in furtherance of the foregoing purposes, except as restricted herein or prohibited by law. "HSSBC," or the "Council" is the middle source between the City of New York's receivers of federal Head Start dollars and approximately 50 delegate agencies and 7 Direct Grantees which operate over 200 Head Start programs throughout the five boroughs. Any agency receiving Head Start funds from the New York City Administration for Children's Services (ACS) are automatically members of HSSBC. The Council is a membership organization with 2,000 unionized and 450 management (non-unionized) employees.
