The first Jacmar Company was founded in 1938 by Jack J. Tilley and Mark Boyar, combining the first three letters of their given names. Jacmar Home Builders, Inc., was capitalized for $600 and began single family home development in the City of South Gate, California. Before World War II interrupted construction activity, homes had been built in the cities of Huntington Park, South Gate, Lynwood, and the communities of Bell Gardens, Belvedere Park and Maywood. As World War II came to a close, Jacmar was offered one of the first federal housing permits for material requisition, and homes were developed in East Los Angeles and the City of Montebello. By 1949, Jacmar Home Builders with some 30 subsidiary companies had become the largest residential home builder on the east side of Los Angeles. By 1950-1951, construction had commenced in the cities of Whittier and Norwalk and ultimately extended to the unincorporated community of East Whittier, where thousands of single family residences were developed. Jacmar built more than 5,000 single family homes by 1952. In 1953, Mark Boyar joined an older brother, Lou, in the founding of Carson Park, which subsequently became the City of Lakewood. Jack Tilley purchased Mark Boyar's 50% interest in Jacmar and commenced land subdivisions, creating thousands of multiple tenant and single family residences for other developers in Montebello, East Los Angeles, Arcadia and Sierra Madre. Jacmar also developed and managed motels at Knott's Berry Farm and Disneyland, as well as numerous commercial properties, including motels and apartments in South Gate, Montebello, Whittier and East Los Angeles. Mark Boyar's personal interests were closely associated with Democratic Party politics. In 1960, he was named National Finance Chairman of the Democratic Party and hosted the Democratic Convention in Los Angeles at the Sports Arena, where he seconded the nomination of John F. Kennedy as Democratic Party candidate for President. Following the election of President Kennedy, Mark was named to ...

Each competency has five to ten behavioral assertions that can be observed, each with a corresponding performance level (from one to five) that is required for a particular job.

  1. Purchasing: Purchasing refers to a business or organization attempting to acquire goods or services to accomplish its goals. Although there are several organizations that attempt to set standards in the purchasing process, processes can vary greatly between organizations. Typically the word “purchasing” is not used interchangeably with the word “procurement”, since procurement typically includes expediting, supplier quality, and transportation and logistics (T&L) in addition to purchasing.
  2. Procurement: Procurement is the process of finding and agreeing to terms, and acquiring goods, services, or works from an external source, often via a tendering or competitive bidding process. Procurement is used to ensure the buyer receives goods, services, or works at the best possible price when aspects such as quality, quantity, time, and location are compared. Corporations and public bodies often define processes intended to promote fair and open competition for their business while minimizing risks such as exposure to fraud and collusion. Almost all purchasing decisions include factors such as delivery and handling, marginal benefit, and price fluctuations. Procurement generally involves making buying decisions under conditions of scarcity. If sound data is available, it is good practice to make use of economic analysis methods such as cost-benefit analysis or cost-utility analysis.
  3. Supply chain: A supply chain encompasses everything from the delivery of source materials from the supplier to the manufacturer through to its eventual delivery to the end user.
  4. Planning: An act or process of making or carrying out plans. Establishment of goals, policies, and procedures for a social or economic unit city planning business planning.
  5. MRP: A system for calculating the materials and components needed to manufacture a product. Production planning, scheduling, and inventory control system used to manage manufacturing processes.
