The Division is a central staff agency of the General Assembly that serves all elected members. Service to the Legislative Institution -- When the General Assembly is in Session, the Division's fiscal analysts primarily staff each chamber's Appropriations and Finance committees; fiscal staff efforts include assisting the elected members appointed to these fiscal committees with the following: developing a balanced State budget; evaluating the fiscal impact of proposed legislation; projecting future State revenues through economic analysis; and developing legislation with our central staff legal colleagues in the Bill Drafting and Research Divisions to enact legislative budget and taxation directives into law. When the General Assembly is not in Session, Division fiscal staff work to do the following: monitor executive branch compliance with enacted legislative initiatives; track State spending throughout the fiscal year; follow major federal policy issues that may affect the future fiscal condition of the State; and provide fiscal staff support to non-Session or Interim committees, such as the Joint Legislative Commission on Governmental Operations, and other Interim oversight and study committees that prepare recommendations for the legislature to consider in the future. Service to Individual Legislators -- The Division's fiscal staff assists all elected members, upon request, with factual research on fiscal related questions and inquiries. In particular : confidential fiscal analysis of proposed legislation; summary explanations of various budgetary actions enacted by the General Assembly; formal Fiscal Notes, Incarceration Notes and Legislative Actuarial Notes which are published formal fiscal analyses for certain types of proposed legislation; these analyses are typically required by House and Senate rules or current law; and factual information to assist in responding to constituent inquiries.
