The Qatar Harvey Fund was created by His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, in response to the devastation caused by Hurricane Harvey. Although located halfway around the world on the Arabian peninsula, Qatar has long-established ties in southeast Texas through decades of economic cooperation and educational exchange. The enormous damage of Hurricane Harvey made it immediately clear that rebuilding and recovery in the region would be long and challenging. The $30M Qatar Harvey Fund was created as a commitment of solidarity between the people of Qatar and the people of Texas as they embarked upon this long road. The Fund was not intended to provide emergency assistance in the immediate aftermath of the storm, rather it sought projects in areas that would have an enduring impact beyond the gift itself - education, housing and community development. The Fund identified strong partner organizations with a demonstrated ability to plan and execute projects that would address the long-term needs of impacted communities. The Qatar Harvey Fund is chaired by Qatar's Ambassador to the U.S., His Excellency Sheikh Meshal bin Hamad Al-Thani, who established a distinguished advisory Board to support and guide the Fund in selecting projects to disburse the $30M. Board members were sought to bring expertise from the public, non-profit, private and education sectors as well as deep knowledge and experience of the diversity of the communities the Qatar Harvey Fund would serve. The Board includes the following prominent individuals: Ryan Lance, Advisory Board Chairman and Chairman and CEO of ConocoPhillips Eileen Lawal, President, Houston Freedmen's Town Conservancy Renu Khator, Chancellor of the University of Houston System Graciela Saenz, attorney and former Houston City Council member The Honorable Bill White, former Mayor of Houston Ambassador Al-Thani named Chase Untermeyer, former U.S. Ambassador to Qatar and long-time Houston resident, to advise the Embassy on the QHF. What Skills Does a person Need at Qatar Embassy?

At Qatar Embassy, specify the abilities and skills that a person needs in order to carry out the specified job duties. Each competency has five to ten behavioral assertions that can be observed, each with a corresponding performance level (from one to five) that is required for a particular job.

  1. Accounting: Creating financial statements and reports based on the summary of financial and business transactions.
  2. Accounts Payable: Accounts payable (AP) is money owed by a business to its suppliers shown as a liability on a company's balance sheet. It is distinct from notes payable liabilities, which are debts created by formal legal instrument documents.
  3. Customer Service: Customer service is the provision of service to customers before, during and after a purchase. The perception of success of such interactions is dependent on employees "who can adjust themselves to the personality of the guest". Customer service concerns the priority an organization assigns to customer service relative to components such as product innovation and pricing. In this sense, an organization that values good customer service may spend more money in training employees than the average organization or may proactively interview customers for feedback. From the point of view of an overall sales process engineering effort, customer service plays an important role in an organization's ability to generate income and revenue. From that perspective, customer service should be included as part of an overall approach to systematic improvement. One good customer service experience can change the entire perception a customer holds towards the organization.
  4. Accounts Receivable: Accounts receivable is a legally enforceable claim for payment held by a business for goods supplied and/or services rendered that customers/clients have ordered but not paid for. These are generally in the form of invoices raised by a business and delivered to the customer for payment within an agreed time frame. Accounts receivable is shown in a balance sheet as an asset. It is one of a series of accounting transactions dealing with the billing of a customer for goods and services that the customer has ordered. These may be distinguished from notes receivable, which are debts created through formal legal instruments called promissory notes.
  5. Bookkeeping: Bookkeeping is the recording of financial transactions, and is part of the process of accounting in business. Transactions include purchases, sales, receipts, and payments by an individual person or an organization/corporation. There are several standard methods of bookkeeping, including the single-entry and double-entry bookkeeping systems. While these may be viewed as "real" bookkeeping, any process for recording financial transactions is a bookkeeping process. Bookkeeping is the work of a bookkeeper (or book-keeper), who records the day-to-day financial transactions of a business. They usually write the daybooks (which contain records of sales, purchases, receipts, and payments), and document each financial transaction, whether cash or credit, into the correct daybook—that is, petty cash book, suppliers ledger, customer ledger, etc.—and the general ledger. Thereafter, an accountant can create financial reports from the information recorded by the bookkeeper.
