SALARY RANGE: $130,000 - $150,000 .
QUALIFICATIONS- REQUIRED:
- Bachelor’s Degree in Human Resources or Business, Masters or a law degree preferred
- Minimum 7 years of related professional experience, 10 years preferred
- Minimum of 5 years of experience supervising and developing the capacity of HR staff
- Experience developing and managing budgets with demonstrated knowledge of municipal/school business and HR practices
- Proficient using data to guide professional practices, make decisions, and when making suggestions for improvement
- Extensive knowledge of and direct experience with employment and civil rights laws and regulations, employee relations, conflict resolution, recruitment, and employee retention program development
- Detail-oriented with strong organizational, time management, and interpersonal skills
- Excellent written and verbal communication skills
- Proficient with Microsoft Office suite, particularly EXCEL and WORD, Google, and other computerized tools to relevant to human resource systems (i.e. Talent Ed, Aesop, etc.)
- Ability to work collaboratively to address concerns and resolve conflict in a professional, courteous manner
- Current authorization to work in the United States by the first day of employment
PHYSICAL DEMANDS:
Physically capable of carrying out the daily responsibilities of the office including (but not limited to): consistent attendance; stand; walk; use hands to manage tools and equipment; reach with hands and arms; stoop, kneel, crouch or crawl, and sit for prolonged periods at a desk while working on a computer. The employee must regularly lift and/or move up to 20 pounds and occasionally lift/or move up to 30 pounds.
POSITION OVERVIEW:
Under the direct supervision of the Deputy Superintendent for Administration and Finance, The Human Resource Director ensures all duties and responsibilities associated with employee recruitment, hiring and exiting processes, staff retention programs, contract and employment law compliance, employee relations and conflict resolution, and human resource record keeping and reporting are performed timely, ethically, and with integrity.
ROLES AND RESPONSIBILITIES:
Primary Duties and Responsibilities:
- Provides training and support to administrators and support personnel regarding School Department employment and personnel policies, processes, and procedures.
- Provides input and feedback to the Deputy Superintendent for Administration and Finance to ensure that policies, processes, and procedures continue to be effective, efficient, and accessible to all employees while maintaining compliance with Federal, State and Town/School regulations.
- Coordinates work assignments for Human Resource staff to ensure that School and/or Town departmental timelines and expectations are met. Functional areas may include, but are not limited to: recruitment, hiring, leave, and exiting processes, employee retention programs, employee relations and conflict resolution, human resource recordkeeping, analysis, and reporting.
- In collaboration with the Deputy Superintendent and Finance department,communicates personnel changes resulting from employee turnover, LOA’s, etc. such that position control can be implemented with fidelity and personnel and financial data is accurately reflected in Munis in real time.
- Prepares analysis, reports and other materials as requested by the Deputy Superintendent.
- Develops partnerships with colleges and universities, professional associations, and other recruitment agencies to develop channels for recruiting talent.
- Works with the Deputy Superintendent to develop recruitment and hiring processes that are accessible, welcoming, effective, efficient, and friendly for all administrators and applicants offering multiple means of communicating and sharing information.
- Works with the Deputy Superintendents, Directors, and Principals to develop, facilitate, and evaluate induction and mentoring programs for all employees.
- Develops employee wellness and culture building programs, events, and activities for the District.
- Works with administrators to ensure that CBA’s are implemented consistently across the schools.
- Conducts investigations, participates in hearings, facilitates the resolution of employee complaints, etc.
- Gathers data and provides analysis in preparation for negotiations, policy development, budgeting, and other reports.
- Oversees, monitors and communicates information related to PTS/non-renewals, degree status, certifications/licensure, attendance, seniority, RIF’s, evaluations, leaves of absences, FMLA, Workers Compensation, etc.
- Works with the Town HR department to support timely sharing of information related to employee injuries, workers compensation claims, unemployment claims and employee status such that benefit programs can be administered efficiently and effectively.
- Ensures staff and candidates for employment meet and maintain suitability for work status (i.e. background checks that include CORI, fingerprinting, licensure, and other reference checking processes).
- Serves as the District’s Compliance Officer for all Federal and State labor mandates
- Completes statistical and benchmark data analysis, as requested.
Managerial Responsibilities:
- Helps to develop and monitor budgets, approving expenditures as appropriate.
- Ensures completion of routine and required paperwork related to purchasing/bidding, financial management, personnel management, etc..
- In collaboration with the Deputy Superintendent and Education Support Services Directors, creates handbooks, resource and training manuals, and other staff support materials.
- Performs other related duties as assigned by the Deputy Superintendent.
Supervisory Responsibilities:
- Manages, coordinates, and supervises day-to-day activities of the Human Resource department.
- Oversees departmental staff in theHuman Resource office, providing periodic observations and evaluations that are timely and constructive and completed based on the timetables set by the school district.
- Offers training and guidance as necessary based on evaluations and departmental needs
- Participates in hiring all department staff and presides over and/or participates in due process meetings related to discipline, grievances, reduction in force, etc. for the Human Resources department.
- Works with the Deputy Superintendents, Principals, and Directors to develop new staff orientation programs that include but are not limited to meeting supervisors, co-workers, and site-based administrators, touring the facility(s), reviewing policies and procedures, and ensuring they have the tools and resources needed to perform the requirements of their job.
Other Responsibilities and Expectations:
- Participates in meetings and represents the administration on committees as requested by the Deputy Superintendent, and attends relevant events in the community.
- Acts as a liaison between the school administration, town departments, and staff to communicate and resolve challenges that interfere with the smooth and orderly operation of Educational Support Services and/or may impact the delivery of quality educational services to students.
- Coordinates work with school administrators and town departments to ensure disruption to teaching and learning is minimized.
- Strives to create a high performing, cohesive, customer service oriented team.
- Communicates information timely, frequently, and in a professional manner to the Deputy Superintendent, other administrators and department staff
- Assists the Deputy Superintendent with administrative duties and projects as needed.
