Responsibilities
Reporting to the Assistant Manager, Payroll Accounting, the successful candidate's responsibilities will include but are not limitedto:

Oversee and approve the preparation of annual federal and state tax filings, and coordinate year-end planning functions, including annual notices anddistributions,to cultivate the production of the agency's vehicle usage, W2 and1099R reporting.

Oversees the testing and implementation of PeopleSoft tax updates and modifications to improve system functionality to identify productivity and process improvements that include time andlabor,retroactive payments and the calculation and confirmation of the payrollcycles.

Develop and maintain Excel calculation models to streamline accurate and timely weekly processing of tax withholdings and payments, including oversight ofstaff,and approval for tax filings and GL control for processing monthly JV's and the posting of labor detail from PeopleSoft to SAP for PA andPATH.

Research and identify evolving federal, state and local tax legislation that will affect PA and PATH withholding and reportingrequirements,including conducting accounting research and white papers associated with new tax legislation and proposed businesstransactions.

Supervise the process for reporting to the New York State Employees Retirement System, including the analysis and reconciliation of employee contributions andpayments.

Complete special assignments and support staff with GL control and timekeeping responsibilities.

Document and streamline existing business processes.

Ensure complex and/or sensitive data is compiled, documented and presented in a clear and concise manner.
Qualifications
Candidates must present the following qualifications to be considered eligible for thisposition:

Bachelors degree in accounting or Corporate Finance from an accredited college or university with a minimum of 3 years of relevant workexperience.

In lieu of a bachelor's degree a minimum 7 years of relevant work experience can beaccepted.
Desired
Ideal candidates will present the followingprofile:

Master's degree in accounting, Finance or Business from an accredited college or university and/or a CPA ispreferred.

Prior management or supervisory experiencepreferred.

Demonstrated ability to handle multiple assignments, meet deadlines, work independently, prioritize work and perform effectively underpressure.

Demonstrated analytical, decision-making and problem-solving skills with a strong understanding of accounting andtax.

Effective written, oral and interpersonal communicationskills.

Ability to interact effectively with internal staff at all levels and external businesspartners.

Thorough working knowledge of Microsoft Office Suiteapplications.

Working knowledge of PeopleSoft andSAP.
