BASIC FUNCTION:
The Community Education Manager oversees the overall administrative, fiscal, planning and implementation of services. Develops programming and monitors the quality of programs/services. Responsible for hiring staff, providing staff training, and community education staff evaluation. This position ensures ongoing programmatic excellence, rigorous program evaluation, consistent quality controls, communications, and effective systems of support. This position also will create strategic alliances with internal departments and outside organizations, maximizing resources and support while leveraging internal controls and experience. This position works collaboratively with the schools and district departments to ensure proper recreational, and facilities support for all Community Education programs. This position requires continuous use of independent judgment. The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the Office of Schools.
ESSENTIAL FUNCTIONS:
1. Lead and supervise all facets of the district’s Community Education Program.
2. Provide supervision and leadership for staff who handle the development of programs, projects, and service development and delivery. Supervise, train, evaluate and coach community education instructors. Supervise employees in their responsibilities, goals, priorities, and related to community education programs.
3. Oversee all aspects of planning and scheduling including coordinating registration, general contracts, organizing instructional aids, data collection, and maintenance of records.
4. Prepare, recommend, and manage an annual budget. Identifying short-term and long-term needs based on district goals and outcomes. Oversee and distribute resources as they relate to individual programs, projects, and services in alignment with the budget.
5. Manage facility rental, including communicating to internal and external stakeholders around fees, and working in partnership with district administration to recommend changes to board policy and while providing district guidance.
6. Oversee the marketing and communication of all Community Education programs, including social media, website development and maintenance, working in collaboration with the public relations department.
7. Mitigate risk for Community Education and Des Moines Public Schools by developing and implementing quality compliance standards in alignment with district policies and procedures and State mandates.
8. Assess community needs; seek and develop opportunities for funding and supporting Community Education initiatives, expansion of program offerings, and increased enrollment.
9. Prepare monitoring reports for district executive leadership and the school board.
10. Work collaboratively with local advisory councils and organizations to identify, prioritize, and resolve school-community concerns in relation to Community Education programming.
11. Collaborate with experts in the field and implement best practices, assuring that systems support standards of excellence and relevance in meeting the needs of the staff, participants, and community.
12. Create a productive and positive learning environment by modeling professional and ethical standards of behavior for students, parents, and the community.
13. Participate in various district and community meetings as directed.

Required:
1. Bachelor’s degree in business, public administration, entrepreneurship, management or in a relevant field with an equivalent combination of education and experience.
2. Five years of experience leading and managing full-time staff.
3. Leadership experience in program management.
4. Experience building community alliances; working with vendors and/or outside agencies.
5. Budgeting experience.
