Administrative Services Director plans and directs the operations of an organization's staff and service functions. Oversees various internal service functions that typically include administrative/office, financial operations, facility maintenance/space planning, security, hospitality services, equipment and supply procurement, vendor management, and others. Being an Administrative Services Director monitors capital and operating budget spending. Designs and implements processes and policies that support efficient service delivery and meet the organization's changing needs. Additionally, Administrative Services Director sets departmental performance goals and standards of service. Utilizes data analytics to measure activity and drive continuous improvement. Requires a bachelor's degree. Typically reports to top management. The Administrative Services Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Administrative Services Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • The Office of the Child Advocate (OCA) is an agency within the Judicial branch, charged with safeguarding the welfare of Delaware’s children. It accomplishes this mission through advocacy, education, collaboration, and evaluation with a vision of safe and resilient children with supportive families. The CASA Program, led by the CASA State Director, furthers OCA’s goals to:

    • Provide a voice for children to achieve permanency and justice, and to improve laws and policies that affect children and their families.
    • Foster a communicative multi-disciplinary team that builds trust and respect amongst members with a shared goal of improving outcomes for children and families
    • Ensure accountability by examining child welfare data, laws and policies.
    • Develop quality training to increase professional expertise and public awareness. Facilitate access to resources and opportunities for youth.

    OCA’s CASA Program represents approximately 60% of the children that are experiencing foster care through Child Attorneys and Court Appointed Special Advocates with support from Program Coordinators. The mission of the CASA Program is to serve as a voice for Delaware’s abused and neglected children through skilled volunteers, community collaboration and quality representation instilling a need for safe and permanent relationships that will build healthy and resilient children. The CASA Program provides carefully selected, thoroughly trained, and responsibly supervised skilled volunteers to advocate for children who are currently experiencing foster care because of abuse and neglect. The CASA program utilizes a multidisciplinary approach of legal representation that consists of a CASA volunteer, Child Attorney, and an OCA Program Coordinator, working together to ensure quality legal representation for every child client. OCA’s CASA State Director is a member of the OCA leadership team and leads the CASA Program responsible for the recruitment, training and retention of CASA volunteers and National CASA/GAL Association membership requirements.
