  • Under general administrative direction of the agency Executive Director, this position functions as the Finance Director and performs various and complex work in organization methods and management, directing the accounting, auditing, budget and budget planning, financial data processing, and purchasing for Mid-Ohio Valley Health Department, a six county Regional Health Department.  Three additional counties are included from within the Women, Infant and Children (WIC) Program.   Performs highly specialized accounting duties involving the maintenance of a variety of departmental accounts and the preparation and summary of financial reports and statements.  Responsible for supervising a staff engaged in management and use of a complex accounting system.

    Incumbent of position will be expected to:
    • Plan, develop, and execute a region-wide financial reporting system of considerable complexity.
    • Direct the daily operations related to financial operations and may direct regional or other field staff relating to these responsibilities
    • Direct regional agency payroll system
    • Direct maintenance of property and inventory control
    • Direct preparation of budgets
    • Serve as chief fiscal officer for the regional agency in the receipt, custody, and disbursement of funds.
    • Evaluate and coordinate program financial policies, within regulatory and statutory guidelines for the regional agency
    • Interpret statutes, regulations, and policies to staff and other managers relating to financial and budgetary issues
    • Supervise reporting of all regional agency receipts and expenditures as reflected in general ledgers, and accounts
    • Initiate and oversee the preparation of comprehensive financial reports and is responsible for completion and content of financial budgetary, and narrative reports and documents used for evaluating operation status of agency programs
    • Oversee annual auditing of agency, as well as individual program financial audits
    • Determine the need for training and staff development relating to the financial and computerization areas
    • Represent the Agency at local and state level for committees relating to financial aspects of local health
    • Act as the Chief Security Officer and HIPAA Security Officer assuring the security of Electronic Protected Health Information as defined in the HIPAA Security Policies and Procedures. Ensure policies and procedures are updated to meet current law.
    • Perform other duties as assigned.

    Training: Graduation from a regionally accredited college or university with a degree in the area of assignment.

    Experience: Four years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.
