Assistant Director of Accounting (Finance)

  • JOB SUMMARY:
    The Assistant Finance Director is a member of a team under the general supervision of the Director that supports all functions of the Finance Department, including, but not limited to, establishing and maintaining utility (enterprise fund) accounts, maintaining accounts relating to the General Fund and Major Facilities Funds, preparing analyses and financial reports, and performing a variety of work tasks in support of other Finance Department positions.

    ESSENTIAL FUNCTIONS:
    • Maintains full integrity of all revenues, ensuring organization policies and procedures, as well as state and federal laws and regulations, are followed.
    • Oversees capital assets projects, ensuring organization’s goals are being met.
    • Compiles fiscal estimates and prepares fiscal reports as requested.
    • Ensures compliance with accounting procedures through observation, supervision, and testing.
    • Develops procedures that ensure collections are complete and current.
    • Creates and maintains accounting information, public records, data, and other information relating to the financial transactions of the Town in conjunction with the management and staff of the Finance Department.
    • Prepares reports for distribution to the State of Maryland and the Federal government.
    • Assists the Finance Director in the preparation of various financial reports for distribution to the Mayor and Commissioners and other recipients.
    • Assists the Finance Director with bank account maintenance and reconciliation.
    • Assists the Finance Director with the preparation of the annual budget and related matters.
    • Performs internal auditing to ensure the accuracy and completeness of all accounts and other financial information.
    • Responds to both internal and external inquiries relating to the Finance Department.
    • Works in concert with staff and the auditor for the preparation of the annual financial statements and Comprehensive Annual Financial Report.
    • Creates spreadsheets (Excel software) and utilizes other software for the effective and efficient processing and presentation of financial and related information.
    • Generally works Monday through Friday, 8:00 a.m. – 4:30 p.m.
    • Assists the Finance Director with the administration of the Elkton Police Pension.
    • Performs other tasks as assigned by the Director.

    SUPERVISORY RESPONSIBLITIES:
    • Manages and oversees accounting functions.
    • Supervises and schedules designated staff in the Finance Department.
    • Will assist the Finance Director in staffing decisions.
    • Assists with performance evaluations.

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
    • Knowledge of general governmental business office practices and procedures.
    • Ability to clearly and effectively communicate verbally and in writing (English language).
    • Ability to proficiently use computer hardware and various software applications necessary to successfully accomplish financial reporting and relating tasks, e.g., MS Word, Excel, Outlook, and other software applications used by the Finance Department.
    • Working knowledge of general accounting and bookkeeping procedures and the ability to apply those concepts in a municipal government environment.
    • Ability to be consistently accurate in all financial transactions and related tasks pertinent to the Finance Department.
    • Ability to work effectively and efficiently as a member of a team and to promote, as well as preserve, the goals and objectives of the team to provide superior public service.
    • Must be able to successfully pass an employment/criminal background investigation, physical examination, and drug screen.

    EDUCATION AND EXPERIENCE:
    • Minimally have a Bachelor’s Degree in accounting or finance from an accredited college or university in accounting deemed acceptable to the Town for the position.
    • Minimum of three years of supervisory experience.
    • Working knowledge and five years of experience in government accounting preferred.
    • Experience with government accounting systems and variety of payroll systems preferred.
